Awareness Register

In Torbay Council the name of the program that keeps a record of all the targets is called the Awareness Register.

Awareness Register

Definitions

Cross-directorate Awareness Register - a computerised database that contains names and/or addresses of persons (or dangerous animals at those addresses) who have initiated incidents of VATB against Torbay Council employees or whilst on Council premises. The data has a digitally encrypted password so that it cannot be read if copied.

The Data Protection Act – legislation which protects an individual’s rights regarding information held about themselves; information held on the Awareness Register must comply with this legislation.]An individual has the right to receive a copy (on written request) of the data held about them (and a right to compensation if the information is inaccurate).

Recording of Incidents/Individuals When an incident/individual is to be recorded on the Awareness Register, the Line Manager (or deputy in their absence) will:
· Countersign the Accident/Occurrence form before passing immediately to the Health and Safety Team; where inclusion is recommended, approval by a senior officer is vital in a situation should the record be challenged,
· Ensure there is a clear and accurate account of the incident (both relevant to the event and not excessive); officers can be held accountable for their decision to include on the Awareness Register,
· Ensure only those who are to interview, or visit people, will have access to information held,
· Ensure information on the use of the awareness register and safe working practices is communicated to employees at induction and regularly re-enforced.

Maintaining the Awareness Register

The Health and Safety team are responsible for updating the Awareness Register on receipt of the completed Accident/Occurrence form and providing general maintenance to the system. No other employees will make alterations to the Awareness Register. Individual managers will designate and authorise, by using form IT05, employees who have been identified through risk assessment by their line managers to have access to the Awareness Register.

Once a person, or address, has been placed on the register it will be reviewed for accuracy at six monthly intervals by the Health and Safety team and removed at the end of the expiration of the following periods where the threat to employees no longer exists:

Physical assault After 5 years Verbal threats and a person reasonably fears
for their own or another’s safety Review after 2 years Verbal abuse and a person reasonably fears for their own or another’s safety Review after 1 year The above limits will be halved where persons committing the incident were under the age of 17 at the time.

If there are multiple reports attributed to one person, a person’s name will be held on the register from the date of the last report.
The Health and Safety Team are responsible for monitoring issues concerning VATB, by reporting to the Health, Safety and Risk Management Forum.

Do you know and can you imagine how many lives and targets might have been saved if they just knew that they were on some kind of notification system? Instead their potential was allowed to be destroyed, while the parasites of society were allowed to feed on them. I don't think that this is ok at all. I don't think that the things that have happened are ok. I doubt these people will ever show any remorse for what has been done. The majority of the Stasi showed no remorse, and many Germans in WWI apparently saw what happened during Hitler's reign as a good thing.

Targets at this stage might just wish to focus on Privacy Lawyers, Labour Lawyers, Occupational health and Safety Lawyers, and maybe in the future human rights lawyers.

The Occupational Health and Safety laws are the ones that are being used to enact this Program against our lives, so this would be the best place to start for Freedom Of Information Act request. Privacy commissioners might also be able to provide some useful and helpful information.

Community Health and safety is another name that often comes up in regards to the people who make the decisions.

What has happened to targets has been so unspeakably wrong, I am not sure that what has gone past will ever be corrected. In 30 years maybe some politician will look back at the lives these programs stole, the livelihoods, and issue some official apology, but it will never make up for what has been done.

Like others who have gone through similar times, we just have to do what we can. Many of the targets of the Stasi never regained what was lost, they never saw justice. Even though Cointelpro was recognized as an evil program, a lot of those targets still wound up in jail, died, or still are remembered in a negative light. What justice we can get we must find for ourselves. Making sure the stories are heard, the stories are some of the strongest weapons, for recording keeping of this evil time.

Till then targets must do what they can to raise awareness about this system, and how it destroys lives. What has been done is not ok, but Targets must find ways to move forward. Activism is a really good way to begin to heal. By healing others, sharing what you know, ensuring that others do not go through the same experience are some of the things that can be done.

I think those on the other side of the fence really do not have the capacity to understand what they did, and how truly horrible it was. It will never be ok, but I do believe that targets can find ways to heal, and move forward. Many targets of bullying, and even workplace mobbing have gone on to successfully start forums, write books, and help others avoid a similar fate, and those are some additional things that targets can do to help facilitate the healing process.

Healing is subjecting, and it takes time, but I think it is possible, but it will not happen by covering up what has gone past, only by shining a light on what has happened, denouncing this program for what it was, can targets begin to remove so much of the devastation, and destruction that has crossed our individual lives.

For me there were so many times that I heard the stories of those in the community, our women getting attacked, assaulted, raped etc. Some of the men getting defamed, made to look like what they were not, and there was little that could be done, aside from trying to get others to understand, and care about what was happening. While the media wrote stories about how crazy our community was, while many of us battled it out on forums, with questions like: 'why would someone spend so much time and money', or snide remarks like, 'oh you are not that important, what a big ego you must have.' All this whiile many of our lives continued to be systemically destroyed and devastated. While so many innocent people, and their families fell by the way side.

This was truly something horrible to behold, and I don't want anyone reading this to think it was something else, or to diminish what targets went through. Worst than the inability to help, was knowing that many of our counterparts knew exactly what was going on and would not help. Others did what they could, but so many targets went to lawyers, doctors, police, detectives, and no help in sight to end the torment that targets experienced.

What society really does this, and calls themselves a moral society? I understand the community need to feel safe, I even agree that people should be given warnings about dangerous situations, but to systemically destroy innocent people? Then to act like you have the best most unblemished human rights record around, what a joke. This might not have been officially sanctioned by the state, but every time a target cried out for aid, assistance, and a blind eye was turned, or their plea was used as a reason to further gaslight them, it was a form of consent, and it was wrong.

I meant for this to be a really short post, just a few words about where targets needed to go, which direction might best suite their needs, but I could not keep silent about how wrong this was. I understand that many in the situation felt that they were doing the right thing, following orders, etc, it's the same excuses used in every time period.

I remain prayerful and hopeful. I am not delusional enough to think that this is over with, targets have a long way to go, but I hope some of this new information that has been unearthed, and uncovered will be of help.

I hope that the endless hours of research, digging, searching, can be used to help some of the innocent targets get what they can of their lives back. We were not in jails in the traditional sense, yet our careers in many cases, potential, livelihoods were bound, and diminished by this system. This system that saw us as less than in some cases, when that was from the truth. In other cases, our lives were destroyed because the system saw us as threats, people with too much potential, whistle-blowers, and others who they wanted to keep silent, and none of this has been ok.

I am disappointed that a country I once loved very much could do this to it's own citizens. When I grew up, I honestly believed that only other countries acted in this way, and did such things to their citizens. I honestly believed that I was so lucky in where I lived, and where I grew up. I believed that people around me would never do things that I grew up hearing about in other countries. I honestly believed we were better than that, now I see that all humanity is susceptible to the same weaknesses.

This experience has really opened my eyes. Awareness Registry, I guess because everyone targeted by this system, becomes aware. Anyways this system will have different names for other locations, but the concept will be the same. I am sure that it's had many friendly names throughout history, but the end results are always the same. In researching history, it's not hard to see that this is a pattern that is constant, consistent, continual, something in the human nature just needs to repeat this pattern. Witch trials, inquisitions, Crucifixions, etc, it's all the same. Why we don't learn, why we have to repeat? I am not sure. I guess it's because each generation starts fresh, they are told the basics, but the subtle aspects of what brought about those times, seem to be left out of the history books, and so each generation must relearn those lessons, and it's hoped in time come to see that their actions were wrong.

Till then those who remain, must pick up what they can of the pieces, and try to keep enough history for the future generation, and those who again will see such times.

Male Rape Part 1.

I started doing the research on male rape in US prisons last week. I spent the whole weekend inside doing research. What I found was horrible, disturbing and it's hard to realise that there are segments of the population that have it as bad, or worst than Targeted Individuals but there are.

Psychological and Health Issues.

After being raped in jail the problems do not stop there. After having their cries for help ignored, their rapes treated with indifference and disdain, and their attempts to seek out justice denied, then these men are released back into society. Some are suicidal, some emotionally disturbed, unable to cope with what has happen to them, which sometimes involves years of sexual assaults, rapes and other forms of victimization's. Some have to deal with issues of HIV and other diseases. Many are hostile, angry and some even violent. Many have other issues that were not dealt with in prison, or more accurately were created in prison, and then these problems become societies problems.

Repeat offenders who get into crime again because they can not find way to take care of themselves, many have trouble getting a job, society penalizes those who have been in jail or prison. Some are violent and will rape on the outside. Many spread diseases, such as HIV, and other diseases back into communities. Many acquire psychological issues that were not present before their stay in jail.

Some become racist and continue with their new group affiliations that they gained in prisons.
Many never talk about the horrors that they went through, too ashamed to let family and friends know what they had to do to survive, finding very little support on the outside, and the topic of male rape being a punchline for late night comedians, who have no idea how truly disturbing the reality is.

That is the reality of male rape in American prisons, and society, because the problems clearly do not end in the prisons, they branch out into many areas of society and have unforeseen consequences for many communities, health care workers, financially, socially, society in many cases may continue to pay for the care of a former inmate and their multiple unresolved issues.
The only time focus really shifts to prisons is when there are riots, such as the two recent ones that occurred. California where they are trying to desegregate, and in Ky.

Overcrowding, rapes, and a whole bunch of other issues that have been ignored for way too long. Also since California is trying to desegregate it's inmate population, you might well see a lot more of these riots, but it's time focus was placed on these prions. They are vacuums of human decency, and conscience and it's time that they had the proper focus that is deserved.

Silence is not golden

I recently saw the news that Israel had used air-strikes on Palestine and had killed over 200 people.

There were discussions about this on the forums and all over the place, but what was also being discussed was the fact that President Elect Obama had remained silent.

He apparently at the time of those postings had not come out and commented. To say that this was disappointing would be an understatement. Some of the comments were things like, is this the change he promised us? Another poster was like, I knew we could not trust him, another was more hopeful and thought maybe he was just waiting to say something. I personally don't know what the truth is, personally I am just going to wait and see.

I can tell you however a few things that I have been seeing lately. After Obama pulled that shirt off stunt, some of the people more than ever, have been expecting their Camelot back. At a time when things are really not looking good, something about Obama reminds these people, and I say these people, because it's not just Americans, it remind and makes many people hopeful. They don't just like him, many of these people, seem to love him.

The other thing about this incident is people are disappointed because they are looking to him for leadership. I know he is only the president elect currently, but that does not seem to matter to many, they are looking to Obama, for guidance and leadership.

The other thing about Obama is he reminds some people of Martin Luther King Jr, but Martin Luther King Jr, knew that "injustice anywhere is injustice everywhere", that's why he could not remains silent about Vietnam. If he had not spoken about Vietnam, they might have let him live, but he did not remain silent, he knew that "The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy", and thus he spoke up and spoke out, and the people loved him for it, and many are again expecting a similar type of leadership.

I just think that if Obama is not going to be that type of leader, he should speak now or forever hold his peace, cause he is just going to end up breaking their hearts, and that's not cool. These people believe in him, and as far as the polls are concerned, he is the most popular President in the last three decades. That says a lot.

As for me and my opinion. I don't know how to not be outspoken, so let me tell you that I think air-strikes on Palestinians is wrong, it's not nice and I condemn it. I know that Palestine is not always innocent in their actions, but I also know that they are also provoked into taking action and lashing out. The knife cuts both ways, and no party is innocent here. However one party has airplanes, and tanks, and more fire power than a bunch of rockets.

I know many people are saying well then Palestine should sit back, shut up and take it, cause they know they are going to get their butts kicked, but it doesn't work that way. As a target of Gang Stalking and the underdog in a really horrible situation of state oppression, I am in the unique position to be able to sympathise with the underdog.

The same way I consistently hope that my fellow citizens will raise up their voices and condemn what is happening to me and other targets as unjust and do something about it, is the same way I am speaking up and saying that what is happening to these people is unjust.

Two things come to mind. Recently this year Israel closed the borders with Palestine. I found out recently what this meant. This meant that organizations like the Red Cross could not get food and other supplies into the people of Palestine. This also means that no one can leave and no one can enter, that's means you turned them into a prison. A prison where people are starving and dying, and the people can't leave to save themselves, and the people who are trying to get in to help them can not. That is unjust and not nice.

The other thing I found out recently is that Israel are trying to get the people of Palestine to become snitches. You know how I feel about this. If they can turn those people into snitches, then this global surveillance society is just one step closer. The U.S. has accomplished this in Iraq, and Palestine is one more area where this needs to be accomplished. Apparently
imprisoning and starving people is a good way to do this. Uncool.

Israel's secret police are pressuring Palestinians in Gaza to spy on their community in exchange for urgent medical treatment, according to a report released today by an Israeli human rights organisation.

Physicians for Human Rights says the Shin Bet began interrogating Palestinian patients seeking permission to travel from Gaza to Israel for crucial medical help after Israel blockaded and then declared the tiny territory an enemy entity more than a year ago.

Typically, patients are taken to a small, windowless room, underground, beneath the security terminal at Erez, the only passenger crossing that remains open between Gaza and Israel, where they are questioned by Shin Bet agents for hours, the report says.

Refusal to cooperate often results in the denial of medical treatment. Based on the testimonies of more than 30 Palestinians - 11 of which are published - the report says the Shin Bet is using coercion and extortion to force patients to collaborate.

"They took me through underground passages and made me sit in another waiting room for almost 45 minutes. A man approached me and called me to another room for interrogation. He asked me to sit down and presented himself as Moshe," Bassam al-Wahidi, a Fatah-aligned journalist, said in his affidavit to Physicians for Human Rights.

"After all my responses he said to me: 'I want to talk to you openly when you return from Israel so that you will have an acceptable reputation on the Israeli side. Either you make contact with me and agree to my demands, or you will not get any medical treatment which will cause you to be blind and you will become a burden to your family and friends,'" Wahidi said in his affidavit.
But he said he refused and was forced to return to Gaza without receiving any treatment. Now the 28-year-old, who married a year and a half ago, is completely blind in his right eye and losing the vision in his overstrained left eye.

"I might divorce because I can't stand in front of my wife as a disabled person," Wahidi said .[/quote]

I don't have a problem condemning unjust actions when I see it. I know both parties have been at fault in the past, but this air-strike was unkind and cruel.

As a target of Gang Stalking I am the underdog at times against state oppression, my fellow citizens are used to provoke me, and other Targeted Individuals, if we lash out in public at anytime, it is the target who will be portrayed as the aggressor, and the belligerent one, who is causing all the trouble, but the unseen side of that, the side that is not reported, is that our lives are being messed with and interfered with on a daily bases, in unspeakable ways. Yet if we lash out, we are the aggressors.

The situation in the middle East is not an easy one. I often think, what would King Solomon do if he was alive today, and having to deal with this situation? For those who don't know Solomon was an old testament King, he is famous for helping two women who both claimed a baby was theirs, he decided to see how they would react if he split the baby in half, the real mother said no go ahead and give the baby to the other woman, and the other woman was ok with splitting the baby apart. He is known for his vast wisdom, his leadership, and he was an amazing king, probably one of the best old testament Kings that Israel had. He was a just king, his wisdom endeared him to not only the people of Israel but to those far and wide, even causing the Queen of Sheba to come from her nation to pay him a visit.

I often wonder what such leaders of the past would say about the situations in this time period. What would Martin Luther King Jr say? What would Solomon do? We can only guess in some cases, but we do have leaders in this time period, some of which the people are counting on to make the right decisions for them and others. History will remember this time and the actions or in actions that accompanied it. I would like this time to be remembered as a time of change for
the better, not for it's silence and in actions.

The real fight.

After doing a lot of research, I see that all paths lead back to the same source.

The real fight is not going to be exposing Gang Stalking. I believe what is happening to us has been exposed, or will be exposed in due time. The bigger picture is what has to be exposed, the real fight is against the system.

I read about her personal investigations into her abductions, and gang stalking. I do now realise that there is more commonality with the phantoms that are being chased than I ever realised.
After listening to the Ramona Lopez's interview and all the other readings I have done about the drug rings, it all goes back to the same source, the same phantom menace.

Gary Webb died, but not before he was able to publish his report called the dark alliance, which showed the the CIA were directly responsible for importing drugs into ethnic minority communities.

Many others have drawn the same conclusions about the government and their involvement into drugs. When a lawyer name Anita E. Bell tried to take on the system, she was forced to flee from one country to the next, after being targeted by the system. She lost her right to practice law, lost her home, her kids were targeted, she fled from America to Canada and eventually fled to Isreal.

All traces of her story seemed to have almost vanished from the Internet over the last year.
After reading about the pedophile rings, not just what was happening in the catholic church, cause that was one small microbe of what happens in the rest of society. I again see that we are chasing the same phantom.

This means that even after the truth comes out, as it did with Senator John W. DeCamp's investigation into who was behind the pedophile ring, nothing will happen, nothing will change. In this story children came forward to say that they had been used as drug mules and for all kinds of weird, kinky sex by high level people. I mean we are talking politicians, people with money, etc.

The investigations were stopped eventually, some kids were thrown in jail, others threatened, went missing, etc. The people who were being accused, eventually went onto higher positions in government, or other prominent careers, only a low level drug dealer was ever convicted for any of this.

When Senator DeCamp investigated this, he found again the same thing, which he documents in his bookthe Franklin Cover up, and he found out the reason nothing get's done, it's all about protecting the system. The innocent will be sacrificed to protect this system.

And what they all have done, and will continue to do in this case, Franklin, and no doubt many others like it, is this: Protect the "system" at all costs. The "system" is the only ultimate sacred cow-not any particular law or constitution, but only "the system." Because, ultimately, it is the system which makes certain that the individuals functioning within it - from judges to lawyers, to prosecutors, to politicians, to businessmen - have their places and positions, and opportunities and pecking order, and future.

And, though it is unfortunate, that on occasion the protection of the "system" requires the deliberate sacrifice of perfectly innocent people, that is hoped overall to be the exception rather than the rule. But without the "system" . .

But then I have one final, nagging question. How do I know when, or if, the "system" itself has become so corrupted, that evil is the rule, rather than the exception? And when that occurs, what do I do about it? But I think I know the answer to that one - my oId commanding officer in Vietnam told me what I had to do. I made some promises to Bill, and I intend to keep them.

There was suppose to be a documentary called conspiracy of silence on the discovery channel, in 1994 about this, but the information was pulled, when influential members of congress applied pressure to the cable industry.

Dick Nadeau reveals information about pedophiles in prominent positions in Cornwall, Ontario. He passed away in 2006. Another case where justice will not be rendered.

There was a police officer in this story, Dunlop, he was mobbed out of work, had to move to another provide for trying to do the right thing, so many people in these stories who try to do the right thing, get tortured for trying to do the right thing, for exposing these criminal elements. The sad part is also the fact that the society they are trying help, by exposing this corruption, often does not help or protect them in turn, and it's a shame.

There are other stories, but the same M.O. the more they investigate, people in positions of authority, with power, to pull strings. Many of these investigations go back to government or the church, and those in high level postions.

Gang Stalking, Mind Control, it's all the same things. We are small appendages fighting the same thing. Think of it as an octopus. Eight arms, Each arm corrupt. If you are not seeing the bigger picture, you are fighting one arm of corruption, and another person is fighting a different arm of corruption, but it's all coming from the same beast.

After investigating this for two years, view others and the indepth research that they have done, and my own, in my opinion it's the government.

We in today's society have information about Cointelpro, Mind Control Projects, such as MK. Ultra, where the Canadian government paid out million recently in apology for allowing such atrocities to happen.

When Tim Field started to look into what he called collusion behind bullying, he wanted to know what the connection was, between judges, lawyers, tribunals, etc. He died before he could investigate, but not before he was able to formulate a link.

Employers, unions, law firms, and employees of the justice system are part of society, and every group, professional or otherwise, contains a few poor performers and rotten apples. This ranges from inexperience through ineptitude and incompetence to collusion and corruption.

The same truth applies for mobbing, and several other scenarios where individuals, whistle-blowers, etc, try to get justice.

If you are not seeing the bigger picture you might think that you are fighting several separate entities, but you are not, you are fighting the same enemy, with different appendages, but at the end of the day, we are all chasing the same phantom.

It's a system of control and conformity that we are fighting against.

What do the above elements all have in common. They all lead back to the same source and they all paint a similar picture. A government that is run by corrupt elements. Corrupted elements Who will do what it takes to protect the system they have in place.

The more alarming picture that many of us are waking up to, is the fact that they have the ability to do this.

In my research, and Mark. M. Rich's research, we both realised that they have an army of citizen informants. Some of these people are just average people like yourselves, who probably have no idea that there is a bigger picture happening. A lot of others are people that the government feel that they own or can control, and can manipulate. Homeless people, street kids, the poor that they have forced into this.

We can look for phantoms all we want, but at the end of the day, it's the same strings being pulled. What the main stream media, which is controlled by governments and corporations does, is it tries to paint people who try to bring these discoveries to light as insane, or paranoid, or try to make it seem that these things do not exist, and if evidence does present itself, they try to make it seem that it's being done by anyone else but the actual source.

When evidence is too great and the system can no longer hide the truth, they still find ways to protect themselves, and society instead of demanding change, adjust to the new reality, and it continues. I have spoken about this before, I saw a documentary that talked about the church and the priest and the documentary said, that after the exposure, the laws in Rome were changed, which now make it harder to prosecute these priests. The system again protected itself.
So wither it's exposure of the CIA running drugs, or mind control, if it does get out to the main stream, there is usually a period of shock and awe, and then the controls that are in place, move in very quickly to squash it's sources of opposition.

The threat passes, the knowledge becomes a part of society, and that's it.
How did it all become so corrupt? Like attracts like. In every institution, in every country there have been increased reports of bullying, and mobbing, etc. The ones being targeted fit a specific profile, and they are the ones who get pushed out of the system.

What we also see happening, is that the ones doing the targeting are the ones to be advanced, the bully get's a promotion, the accused pedophile becomes governor, etc. We see the corrupt elements in these stories advancing, and their victims or targets, often being eliminated or left without means.

A system like this under these conditions can become corrupt very fast. Corrupt elements are protected because they have something to hind and so they protect each other.
Others believe that protection of these elements is necessary to protect society and so they go along with what they know to be wrong.

Other are scared, they have seen what the system can do. They see it happen to whistle-blowers, journalist that do controversial stories, lawyers that go up against the system.
Others over time have learnt this is the way things are, and they just comply.

Others are just unaware of the real mechanisms in place, and would be shocked and disgusted, but when they try to do something about it, they find that there is no one there to help.
I think change is possible, but only if we truly wake up and realise that something is wrong. We are living in a corrupt society, with some very wrong elements. Elements in many cases that go up the top of the chain. Elements that protect and look out for each other.

Elements that know how to and which continue to manipulate, scare, and subdue people in to complacency.

If you try to see the bigger picture, or are not familiar with conspiracies, it will be hard to take. Two years ago, I didn't want to see or believe that there could be any correlation between the abductee community and gang stalking. I thought my government were the best and that it was just a matter of bringing this to the attention of the right person in government. I now realise that this is not the case, because this is the source. I thought I lived in a democratic society, but I realise that democracy is not what I first thought it is.

I realise this system is also moving towards a one world government, and until we find some way united to see the bigger picture and act on it, things will not change. How can they if people do not realise that there is a need for change, and once they realise this, they have to begin to understand the true structure that they are up against.

For now it was just important to bring these elements all together in one place so we could have a better understanding of what we are dealing with.
