Freedom of Information Act Requests

These are suggestions that might be useful when making F.O.I.A. requests.

I think it would be a good idea to request freedom of information act information. Not only trying to obtain personal records, but also systeimic records.

Eg. 1. How many cases do Threat Assessment Teams have open and actively being monitored?

2. How many females vs males are currently and activily being monitored?

3. What is the cultural and or ethnic make up of those currently being monitored on these lists?

4. How many cases over the years ended up in institutionalizations? How many in arrests? How many in suicide? How many in homelessness? (They must have these figures if they are actively monitoring the cases, even if someone becomes homeless, the files would stay open.)

5. How much funding do these threat assessment teams get?

6. What is the guidelines for the remote monitoring and information gathering?

7. Where are the local monitors collected from? Are they local community members or others?

8. Who oversees the local monitoring? What guidelines are in place to ensure abuses do not happen?

9. What measures are in place to ensure that the privacy of the individual is not being trampled upon?

These are some of the Freedom Of Information Act Requests, that I would like to see directed to these threat assessment teams and any other agencies that they interact or liason with.

Human Rights Organizations

Some basic suggestions that might work.

For the human rights appeals, I think those should be redirected at local and other levels, but in addition to your other efforts, you might also wish to ensure that you point to these Threat Assessment Teams and their active and open case file monitoring.

Eg. I am what is known as a Targeted Individual. I am writing in regards to some ongoing surveillance and monitoring that I am currently experiencing. I believe that it is a possibility that I have been placed on a monitoring program at some point in the past by what is known as a Threat Assessment Team or similar entity, as per their case file monitoring guidelines.

Under this program I have experienced human rights abuses that i woudl like to bring to your attention.

I have experienced community monitoring, stalking and harsssment.

I have been terrorised and stalked within the communities where I reside, and my belief is that it’s in direct corrolation to the monitoring associated with this program.

I have experienced what our Targeted Individual community has coined Electronic Harassment.

The individuals who are taking part in the monitoring are using a variety of items which are remotly causing great physical pain, and discomfort. Though I have not visually seen the items being used, it has been suggested, and it is my belief that items such as:

Police radar guns are being used. -I have been advised that these might be getting used as part of the monitoring to remotely identify the targets location in their apartment. This casue a great deal of pain and discomfort.

Laser guns -I have been advised that laser guns such as the ones sold via the wickedlaser company might also be employed as part of the stalking. -According to the companies website these might be able to burn holes in items. It is my belief that these may be getting employed and used on Targeted Individuals.

Accoustic Weapons -I have been advised accoustic weapons that are capable of remotely manipulation of the nervous system might also be employed and used upon targets to assist with the monitoring. According to the current research this is capable of causing emotional disruptions of a nervous systems as well as placing individuals into unwilling states, such as relaxation, and drowsiness, and others.

Bass -I have been directed to the fact that times the sound compnent such as speakers with the sound component removed might be getting used. The vibrations are felt, and experienced, but no sound is heard. This also causing ringing in the ears, disrupts sleep, and has other ill health effects.

Transducers -I have been told and lead to believe that transducers might be also employed below the drywalls of apartments to cause heat and vibrations. Which create a great deal of pain and suffering as they disrupt sleeping patterns for days, weeks, months at a time.

RFID -It is my belief that RFID items in my possession are being illegally used to monitor my location while out in public. It’s a well proven fact that warrentless surveillance of some targets has been allowed in the past by some governments. RFID surviellance can include cellphones, door passes, passports, any communication device or other item that uses RFID to monitor and track a targets location.

(At this stage targets can add their own research to what they believe is being used upon them. Other forms of assault, such as sexual. I have left off things like satalight in this example, but if you have a compelling case, or good information, feel free to include it. A lot of what I have listed might not be things known to these agencies, things that are 100% proven, but the things that I have listed, should hopefully be within their realms of possibilities, and hopefully might prompt someone to open an investigation, or at least take the claims seriously.)

Will this make a shred of difference? With enough letters, and the finger being pointed at these threat assessment teams, maybe it will lead to a review of some of these practices. Some of the things they are doing in my opinion seem to be just at the border at what some of these laws allow, and I am sure many other things are quite outside of the border of what the laws allow, and would disgust some if the dirty dealings came to light, but my recommendation is stick to the tangable.

Sure other things are going on like the V2k, or audio spotlight, but they are harder to prove. If you really need to include this element include information about the audio spotlight and how it can send sound to one person at a distance.

FAQ's

Below are some questions, comments are popular believes that the aveage person often has to overcome in order to believe that Gang Stalking is happening to other citizens.

It’s Costly. Who has the time?

1: When you think about it, gang stalking is illogical. First, it is costly. Secondly, who has the time, unless they’re paid a lot, which brings us back to “it’s costly.”

A: The reality is that Gang Stalking is not costly. The network for surveillance and monitoring a Targeted Individual is already in place. When a name is added to the notification registry all that has to be done is send out the targets information. Resources are simply reallocated to keep the latest target under surveillance.

The Stasi were successfully able to control and monitor East Germany society using this method. The citizens have the time to monitor their communities, and to protect their communities from what they believe are dangerous, or unstable people in their neighborhoods.

The listings work the same way that listings do for violent offenders, in the U.K. Jane Clift was placed on the exact same list for violent sex offenders, she was listed as medium risk only to be seen in pairs, even though her offense was primarily writing an unkind letter, with strong wording.

Someone would blow the whistle

2. If my own files were tagged “violent individual, only approach in twos or more” I know that my GP would be questioning it, sor starters.I don’t believe that we yet live in a world where some ‘entity’ could contact everyone I know and make them believe that I’d flipped my lid and must therefore be watched and reported on 24/7 without SOMEONE saying something directly to me about it, or querying it with authorities sufficiently to raise questions about the origin of the flagging/notification.

A: The reality is that if you recieve a notification letter you are bound by a none disclosure agreement and are forbidden from saying anything to the person the letter is pertaining to or discussing the details with everyone else. Think of it as the same way others have found themselves bound to secrecy due to the national security letters. When the request is from an authority figure, and it comes with a possible penalty, people will keep silent.

In the scenario above your GP would be bound by law to not give you the details. Though your GP may have questions, they may not be able to do anything other than trust the system to conduct it’s own investigation. If you were flagged as medium risk, only to be seen in pairs. Your GP would simple ask an assistant to accompany them during your visit.

Many targets falsely believe that friends and family would disclose something like this, but the reality is many do not. Many follow the directions that they have been given.

Targets are narcissistic to believe that groups would track them.

3. But seriously…who are these stalkers? How are there large, organized, groups of people that set out to just go after YOU. Do you think you are so important that a whole squad of people spend their waking hours (getting paid, I assume) to stalk and harass you? It’s a very narcissistic attitude. How could anyone even justify the expense of maintaining such surveillance?

A: Targets are often accused of being crazy, narcissistic, or wanting to be the center of attention to believe that groups of strangers would spend 24/7 tracking them. The citizen informants are just average community members in some cases, while others might be paid informants with very specific agendas.

Targets are not narssaistic. Most targets do not believe they are that important that groups of people would follow them around, that is why it often takes years for the target to clue in and believe that this is happening to them.

Again there is no expense when you have a network already set up to monitor individuals in a community. It simply becomes a matter of shifting resources. Monitoring an additional person is no more difficult than setting a place at the table for one more, when you have everything already in place.

Targets are making it up.

4. Gang Stalking and being targeted is just in the mind of the targets.

A: This is also not true. Not only are these notification lists true, but individuals such as Jesus Mendoza have filed lawsuits in federal court to have the harassment stopped. They have presented video and photographic evidence of their harassment, and some lawsuits have successfully revealed information that was not available before, such as the fact that some forms of electronic surveillance has been approved for the monitoring of targets.

Targets are mentally ill

5. I have heard that Targeted Individuals are mentally ill?

A: Many Targeted Individuals are being portrayed as mentally ill. They are being remotely assessed, and people that they have never meet or come face to face with in many cases are listing them as mentally ill.

In many cases something that was used in the former Soviet Union is being used in many democratic countries. The psychiatric reprisal. This practice was used to list innocent members of society that the state did not like as mentally ill. They would often then be sent to a state psychiatric facility. The practice continues today in many democratic countries.

Why would a stranger go along with this?

6. Why would a complete stranger do such harmful things to complete strangers?

A: Obedience To Authority. When reserchers tried to understand why the citizens of Germany went along with the Hitler agenda to remove their neighbours, or to do horrible things to them, many had just been following orders, doing what they were told by an authority figure. People find it hard to believe that strangers would do horrific evil things to strangers, but the reality is as long as they believe it has the blessing and approval of an authority figure, people are willing to do horrific things.

If you watch the video above, you will see that strangers are willing to steal the wallet, drug, and kidnap the child of a complete stranger. They are willing to do this simply based on the word of an authority figure. In the video it was not even a real authority figure, just a stranger pretending to be one, the target in the video was a complete stranger.

Targeted Individuals in their communities are listed as a possible danger to themselves or others, they are possibly listed as mentally ill, or other unwarrented labels. How much more easy would it be for strangers to do horrific things to targets, when many might see them as deserving of such treatment?

Who funds these vigilante gangs?

7. Who are these Vigilante gangs? Why would they go after targets?

A: It is the opinion of Gang Stalking World that the Vigilantee gangs was a myth perpetrated by those who wanted targets to appear mentally ill when they went to the police for aid and assistance. It is the opinion of Gang Stalking World that words such as Gang Stalking, Targeted Individuals, were originally created by those who wanted to keep the information about these occupational health and safety notification lists secret. Thus when targets went to the police they could just claim that Gang Stalking did not exist and continue to list the Targeted Individual as mentally ill.

Today what has happened is that Gang Stalking World and many in the Targeted Individual community have adopted these terms. Through proper research, the terms much like the term mobbing, has now been given the correct connotation. In many circles the finger is now being pointed correctly at occupational heatlh and safety laws, mental health laws, and the official policies used by the state to place individuals on notification lists.

There are individuals that do follow targets everywhere they go, for the most part they are just the average citizens of the state, who are going about their everyday lives. They have been trained under these occupational health and safety programs how to communicate with the one handed sign language, and many recieve notifications if there is anyone one a notification list in their area. They they will place the target under surveillance, monitor them, and report them if an incident happens. Within this structure there are illegal elements who go out of their way to provoke targets. It is the opinion of Gang Stalking World that these deliberate elements are often used for the express purpose of making the target appear to be mentally ill to the eyes of society, ensuring that they will not be believed when they do go for help.

I don’t believe that Gang Stalking is systemic.

8. Gang Stalking is not systemic. It’s only being done by a few people, not the hundreds and thousands some of these sites claim.

A: The reality is that these listings are systemic. They are used for various situations in many cities, town, companies, universities, and communities.

A recent example of such a system being used, was when Colton Tolley recently brought a gun to school. The emergency text messaging system which most students are signed up for went into effect. It was credited with saving lives.

The sad reality is that similar warnings are going out about targets, and they are either on the exact type of listing used in the Tolley case, or similar. These systems are being used right across the board. Targets are being listed with a variety of designations such as: “Medium Risk, only to be seen in pairs.” or “May be a danger to self and others”, plus a variety of other designations.

When a target goes into a community, and a similar warning is issued saying the person has a possible mental illness, or other label, then those who get these phone calls, or text messages, naturally go into a state of panic, or frenzy. The target is then followed around. The average citizen does not have the time to find out if a target has been falsely labeled, or if they are a true danger, they just react. Once the identity of the target is established, and they travel the same route daily, they are then easier to identify. If a target changes routes, they might have a slightly easier time of traveling, until they once again become easy to pick out of the crowd.

Text Warning System

Arkansas Tech University has an early warning text messaging system as an additional means of communicating with the campus community during emergency situations on the Russellville campus. Students who register for the service will receive a text message warning in the case of a serious campus emergency. Signing up for the system is optional, but it is strongly encouraged.

As outrageous as it sounds, all Jane Clift did was write an unpleasant letter and she ended up on such a system as medium risk, which is a high risk warning.

Intelligence agencies don’t stalk average citizens.

9. Why would intelligence agencies want to target average citizens?

A. Various agencies including intelligence agencies and police share information via a process called deconfliction. This allows them to share information at a local level with federal forces. They take a holistic approach to policing, believe that today’s petty criminal, could become tomorrow’s terrorist, or assist with funding terror, drug, or other federal level criminal activities.

Why would the government stalk you?

10. Who would anyone including the government want to put someone on a list to be stalked?

A. It is the belief of Gang Stalking World that individuals are being targeted and placed on lists via these Threat Assessment Teams. In the following report it details how the agencies use a four part process to determine if the target is eligible for case management monitoring.

Some of these stories are too outrageous.

11. The stories range from very mundane to very outrages, why the variation in targeted stories?

A. It’s the belief of Gang Stalking World that the stalking and harassment experienced by the Targeted Individual is dependent on the area in which they reside. Under the Community Policing program, each area operates the way they see fit.

The harassment in this regard and capacity tends to be very territorial. Thus in one area a Targeted Individual might experience very urban level types of violence to their targeting, in another area the harassment may be more subtle. Each area operates the way they see fit, so you will get a variety of different targeting depending on where you go.

One part of the city could be very unfriendly, and you walk into another area a few blocks over and it’s a completely different atmosphere, that is because of the community police aspect.

I don’t believe that there is a network of criminals

12. Why do some targets claim that criminals are responsible for this targeting?

A. It’s the opinion of Gang Stalking World that there is a criminal level involved in this targeting, but the programs are still officially operated by law enforcement at the upper echelons. At lower levels, you can find a variety of different groups and members operating within this structure. That will include cults, religious groups, criminal elements, various sectors of society. There will be different networks operating within this element. Remember a large part of what this does, and how this functions is that it keeps people in line. On a lower level there are a myriad of illegal and unjust practices that are occurring, but since this aspect of the targeting is unofficially sanctioned, then it’s far more difficult to prove.

I don’t believe all the mind control claims.

13. Why do some Targets claim that this is part of MK Ultra?

A. That is because within the targeting itself there are illegal aspects that are happening to many targets, which are deeply reminiscent of past psychological operations, eugenics and behaviour modification programs that have been carried out on prisoners, the poor, mentally ill, women, and others. These past experiments have all been conducted by governments.

Silence is not golden

I recently saw the news that Israel had used air-strikes on Palestine and had killed over 200 people.

There were discussions about this on the forums and all over the place, but what was also being discussed was the fact that President Elect Obama had remained silent.

He apparently at the time of those postings had not come out and commented. To say that this was disappointing would be an understatement. Some of the comments were things like, is this the change he promised us? Another poster was like, I knew we could not trust him, another was more hopeful and thought maybe he was just waiting to say something. I personally don't know what the truth is, personally I am just going to wait and see.

I can tell you however a few things that I have been seeing lately. After Obama pulled that shirt off stunt, some of the people more than ever, have been expecting their Camelot back. At a time when things are really not looking good, something about Obama reminds these people, and I say these people, because it's not just Americans, it remind and makes many people hopeful. They don't just like him, many of these people, seem to love him.

The other thing about this incident is people are disappointed because they are looking to him for leadership. I know he is only the president elect currently, but that does not seem to matter to many, they are looking to Obama, for guidance and leadership.

The other thing about Obama is he reminds some people of Martin Luther King Jr, but Martin Luther King Jr, knew that "injustice anywhere is injustice everywhere", that's why he could not remains silent about Vietnam. If he had not spoken about Vietnam, they might have let him live, but he did not remain silent, he knew that "The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy", and thus he spoke up and spoke out, and the people loved him for it, and many are again expecting a similar type of leadership.

I just think that if Obama is not going to be that type of leader, he should speak now or forever hold his peace, cause he is just going to end up breaking their hearts, and that's not cool. These people believe in him, and as far as the polls are concerned, he is the most popular President in the last three decades. That says a lot.

As for me and my opinion. I don't know how to not be outspoken, so let me tell you that I think air-strikes on Palestinians is wrong, it's not nice and I condemn it. I know that Palestine is not always innocent in their actions, but I also know that they are also provoked into taking action and lashing out. The knife cuts both ways, and no party is innocent here. However one party has airplanes, and tanks, and more fire power than a bunch of rockets.

I know many people are saying well then Palestine should sit back, shut up and take it, cause they know they are going to get their butts kicked, but it doesn't work that way. As a target of Gang Stalking and the underdog in a really horrible situation of state oppression, I am in the unique position to be able to sympathise with the underdog.

The same way I consistently hope that my fellow citizens will raise up their voices and condemn what is happening to me and other targets as unjust and do something about it, is the same way I am speaking up and saying that what is happening to these people is unjust.

Two things come to mind. Recently this year Israel closed the borders with Palestine. I found out recently what this meant. This meant that organizations like the Red Cross could not get food and other supplies into the people of Palestine. This also means that no one can leave and no one can enter, that's means you turned them into a prison. A prison where people are starving and dying, and the people can't leave to save themselves, and the people who are trying to get in to help them can not. That is unjust and not nice.

The other thing I found out recently is that Israel are trying to get the people of Palestine to become snitches. You know how I feel about this. If they can turn those people into snitches, then this global surveillance society is just one step closer. The U.S. has accomplished this in Iraq, and Palestine is one more area where this needs to be accomplished. Apparently
imprisoning and starving people is a good way to do this. Uncool.

Israel's secret police are pressuring Palestinians in Gaza to spy on their community in exchange for urgent medical treatment, according to a report released today by an Israeli human rights organisation.

Physicians for Human Rights says the Shin Bet began interrogating Palestinian patients seeking permission to travel from Gaza to Israel for crucial medical help after Israel blockaded and then declared the tiny territory an enemy entity more than a year ago.

Typically, patients are taken to a small, windowless room, underground, beneath the security terminal at Erez, the only passenger crossing that remains open between Gaza and Israel, where they are questioned by Shin Bet agents for hours, the report says.

Refusal to cooperate often results in the denial of medical treatment. Based on the testimonies of more than 30 Palestinians - 11 of which are published - the report says the Shin Bet is using coercion and extortion to force patients to collaborate.

"They took me through underground passages and made me sit in another waiting room for almost 45 minutes. A man approached me and called me to another room for interrogation. He asked me to sit down and presented himself as Moshe," Bassam al-Wahidi, a Fatah-aligned journalist, said in his affidavit to Physicians for Human Rights.

"After all my responses he said to me: 'I want to talk to you openly when you return from Israel so that you will have an acceptable reputation on the Israeli side. Either you make contact with me and agree to my demands, or you will not get any medical treatment which will cause you to be blind and you will become a burden to your family and friends,'" Wahidi said in his affidavit.
But he said he refused and was forced to return to Gaza without receiving any treatment. Now the 28-year-old, who married a year and a half ago, is completely blind in his right eye and losing the vision in his overstrained left eye.

"I might divorce because I can't stand in front of my wife as a disabled person," Wahidi said .[/quote]

I don't have a problem condemning unjust actions when I see it. I know both parties have been at fault in the past, but this air-strike was unkind and cruel.

As a target of Gang Stalking I am the underdog at times against state oppression, my fellow citizens are used to provoke me, and other Targeted Individuals, if we lash out in public at anytime, it is the target who will be portrayed as the aggressor, and the belligerent one, who is causing all the trouble, but the unseen side of that, the side that is not reported, is that our lives are being messed with and interfered with on a daily bases, in unspeakable ways. Yet if we lash out, we are the aggressors.

The situation in the middle East is not an easy one. I often think, what would King Solomon do if he was alive today, and having to deal with this situation? For those who don't know Solomon was an old testament King, he is famous for helping two women who both claimed a baby was theirs, he decided to see how they would react if he split the baby in half, the real mother said no go ahead and give the baby to the other woman, and the other woman was ok with splitting the baby apart. He is known for his vast wisdom, his leadership, and he was an amazing king, probably one of the best old testament Kings that Israel had. He was a just king, his wisdom endeared him to not only the people of Israel but to those far and wide, even causing the Queen of Sheba to come from her nation to pay him a visit.

I often wonder what such leaders of the past would say about the situations in this time period. What would Martin Luther King Jr say? What would Solomon do? We can only guess in some cases, but we do have leaders in this time period, some of which the people are counting on to make the right decisions for them and others. History will remember this time and the actions or in actions that accompanied it. I would like this time to be remembered as a time of change for
the better, not for it's silence and in actions.

Tips for targets.

In the last seven to eight months I have learnt so much about gang stalking and what it's really like to be a targeted individual. To wake up one day and discover that you are literally being followed around and spied on wherever you go and no matter what you do, no matter where you are.

I have spent the last 8 years being harassed and mobbed, at work and in the community, however the last 7 months were a discovery. It's was to awaken from a nightmare to learn that not only was I not alone, but that this had all been planned, coordinated and carried out.
To have friends, family, neighbours, coworkers all be a part of a grand conspiracy designed to destroy your life and drive you to ruin, suicide, jail, institutionalisation, or poverty. It's been a real trip and one that I would rather to have done without, but it's let me become more aware of my world at a critical time when I might not have been otherwise.

To learn that your city, much like many others around the world have become mini Stasi States, with people spying and informing on each other, allegedly to protect their communities. Realising that this horror and this nightmare is not only encouraged by the State and the government, but also fully sanctioned.

The worst part, having no idea why or where it started or originated from. Trying to trace back your history over the last decade or so, to try to find out where this might have started from, to try to see if there was any rhyme or reason for this and discovering that there might not be or that you might never find it.

On top of this was getting a first class introduction to electronic harassment, and then having a full intense session for the next 4-5 months. Your very home becomes a torture chamber and you physically tortured with weapons that can actively be denied by the neighbourhood sociopaths who are taking part in these harassment's. You don't get to see or know the damage that has been done and most doctors, either won't openly acknowledge that these exist or they don't realise that these exist and can be used and are being used at none governmental levels.

To find out everything you ever learnt about Democracy and your country is not really true. It's only true under certain conditions, To find out that the world is not really the place that you learnt that it is. It's to live through a silent nightmare that has taken the lives of others, driven others to take their own lives, made other beggar and vagabond on the streets or in jails, made others permanent residents of institutions where they may never been heard from again.

In the midst of this storm you have to find a way to live, to survive, stay alive so that you can share your story with others, so that you can leave for others what others have left for you. To try to understand the living day-mare that has become your life. Somehow through this all you have to find your strength and your character must prevail or you realise that you may not. In the midst of this you learn all about human nature, and all the lessons that you learnt from the past start to make sense.

You learn to understand how the Salem witch trails took place, the Nazi Holocaust, the interment of the Japanese, all those events in history begin to make sense with such clarity, and you vehemently hope for the best, but you constantly remain aware of those who have gone before, and those who will come after. The ones who were not so lucky or so fortunate to find out in time, to try to stem the tide of malice that would over take and conquer their lives.

You learn to adapt to the unfathomable and you try to make others aware of a reality that is just so hard to believe that you would not believe it if you were not living it. Yet you still try, because you realise that awareness is the only way you can make others aware, and maybe get this nightmare stopped, and so you learn to do what you can for yourself and for others.

In the course of all this, I have found a reservoir which I always believed that I would have, should something like this come along, but who would ever believe such a thing could be. I have learnt to have perspective that I did not fully have prior to this. I have learnt in some ways to have less compassion for somethings, and some people, and in other cases to have more compassion for some things and some people.

I have had to cut ties that I thought would last a very long time, but I realise for me to be healthy and well, some times must be severed and so they have been. I not realise that I am most likely in this fight for some time to come and so I plan accordingly and don't look too far ahead, but I remain very vigilant. I find comfort in helping other targets, having a place where they can come and be heard, or just being able to impart my knowledge on them and being able to help them understand and learn what it took me months to do. It' s pretty rewarding helping others, it's something I have always strived to do, and I find even in the midst of this storm I have found new ways to do so, and so that is where I am currently on my path.

Here are some tips I hope can help others going through the same situation. I hope it can give them a basic structure with enough information to help them get adjusted quicker and to arm themselves with knowledge and defend themselves sooner, so that maybe they can stem the tide.

I am becoming the person I wanted to be. I would have preferred avoiding the clip trip through hell to do so, but it's made me a stronger, better, more aware person and much more compassionate about the suffering of others and the realities of the world that I really live in.

1. Try to gain some idea as to when your stalking might have started. Try to narrow it down to a 5 year time frame. If you think you know when your stalking started, think back further and keep looking for the answers. Eg. There is a guy online who thinks his stalking started because he dated a woman who he later learned was married. He thinks that's where it began, however unicorn another forum member suggested that it might have started even before this. The man had mentioned that his friends at work had introduced him to the work site, where he met the woman who ended up getting him stalked. Unicorn thought that the friends from work had set him up to go to that site, meet that woman, and then get into trouble for dating a married woman. Unicorn thought that plots like this happened many years before a target ever realised they were targets. That's why I say when you think you know, go further back and see if there could be anything else.

2. Many targets seems to have strong moral, ethical, or religious beliefs. This is something that a lot of targets do seem to have. They get picked off for being whistle-blowers, dissidents, activists, etc. Again it might appear that these are the reasons, but it could also be that you are placed specifically in such situations so that you will have to blow the whistle and thus getting stalked.

3. I recommend asking for a copy of your FOIA. Freedom of information records. I think this is a good idea at the local and federal levels.

4. You probably have a slander campaign ongoing, with people trying to make it seem as if you are crazy, a sex predator, drug dealer or a combination if not worst. Slander is something they use.

5. When they are in public, they are using a one handed sign language to communicate, look for things like baseball signal. Touching the nose, pulling on the ears, stroking the hair back, Things like that. I believe it's a one handed sign language called Talking Hands. It's a sign language that the hearing impaired use out in public and also the police to communicate.

6. The gang stalking is part of the new community based policing initiatives, that means many people in your community, neighbourhoods, workplaces, school, etc are a part of these programs. They are suppose to be an extra set of eyes and ears for the community. These people cover for each other and go out of their way to harass someone till it's impossible for them to stay in a community, workplace, school, homes, etc.

7. If you file a police report, keep it short and sweet and get a copy. The police have a habit of not filing these reports. Filing them and leaving them blank, or twisting around what you reported to make you seem crazy.

8. The network is becoming international, which presents a real problem for targets. Even when they travel they are not able to find safe places.

9. Places like Amnesty International, and other human rights groups, refuse to help or lend assistance with what is ongoing. It does not mean that you should not try to get help from them, but just be aware of what is happening.

10. Start video taping what they are doing to you, get a camcorder and tape recorder. For you home, also tape record your home when you are out.

11. Stop leaving your food opened, perps have been known to drug and tamper with food, and they will try to make you ill or give you drugs to make you act out.

12. Place extra locks on doors, and windows.

13. In your house and apartment they know where you are because they will install through the wall sensors, which you set off as you walk and that is how they know.

14. Your best defense is a lawyer, if you can find one who knows what's going on and who is willing to take on your case. You should try to find a lawyer that is aware of what is going on with community policing, but who is not a part of the program. You need someone who is aware of what's happening, but who can be neutral.

15. The police and the fire department are involved. The police and the fire department are involved, because the police are the ones who are running, or helping to run these community based program. You can try to get their assistance, but don't count on it, and it has the potential to make your situation worst.

16. Try not to loose your temper out in public. The ones in public are going out of there way to make sure you loose your temper. They will follow you and cough at you, stand too close, they coordinate the actions, if you watch them long enough you will begin to see this. Just look for the hand signals. Usually they will yawn or cover their mouths to start the communication.

17. Don't trust anyone but yourself. The reason behind this is that many people on line are perps. Even people who run support sites, and websites, some are perps. This is true for other community platforms not just gang stalking. For some reason, I guess to throw targets off, we have people who are total perps, pretending to be targets, to gain info from targets, find out stuff about them that can later be used.

18. Anything you share online assume it's public record. Nothing is private nothing is sacred.
This is true offline and online.

19. If you joined the spy network, this might stop the harassment, but I am not sure, and why would you want to join in with villains that are terrorising you.

20. Start an online blog and document all the things that they do. It's important to have some sort of record, let others know what's happening, or just vent a little and get some feedback. Again careful what you say, cause it has the potential to be used in an adverse manner.

21. If you are being gang stalked and you have a family, some of them might already have been compromised. Many targets have families that have been compromised. This would happen long before you discovered you were a targets. If you have a family just be aware of this and take precautions to protect yourself.

22. They will try to put people in your life and get people close to you, it will seem like oh an accidental meeting, unexpected, they will be your sort of person, but they will be placed there to find out info about you, get access to your home, and help with destroying your life.

23. Moving does not seem to help, but if it gets really bad, and you can't handle it, then get out. Nothing is more important than you.

24. In addition to being gang stalking, electronic weapons can be used against targets. These can include, microwave weapons, acoustic weapons, lasers, etc.

25. Youtube and other file sharing sites are a good way to get the word out about gang stalking. Put up videos about gang stalking.

26. Your cellphone can be used to track you, monitor your conversations and bug your home. It's better to not give out your phone number.

27. This rule should actually be number one, it's the one thing that I think that targets should not over look. It has many great applications and benifits and no matter what your spiritual background is, at a time like this you use it for your advantage and pray. To some it will seem hooky or obvious, but for many it's an over looked source and a very important one, so I say pray. Pray often and repeatedly. Pray.
