Community Notifications and Gang Stalking

Targeted Individuals have spent several years trying to understand the mechanisms that would allow the type of targeting that is happening to them to exist. Many have tried to understand how a system could exist that could monitor and track them 24/7. That could follow them from community to community. A structure that could label them, even from country to country.

Most targets see themselves as innocent individuals. People that have done no wrong, yet many started to experience, psychological torture, electronic harassment, and systemic wide targeting almost as if overnight in some cases, and in other cases it slowly built up over years.

Targets looked at structures such as Cointelpro, The Stasi, Stalking Groups, Vigilantes, the types of structures that had occurred in the past that had lead to a similar types of harassment. Many were close and very similar to what targets experienced, in their scope, and potential for systemic life disruptions and destruction, but none were ever quite perfect.

Jane Clift

Then last year the case of a woman in England named Jane Clift was brought to light as she made headlines in the U.K., and beyond. Ms. Clift tried to perform what was her citizens duty in reporting a man that had become angry and violent with her. In reporting this man, she herself was embroiled in a verbal altercation with the community worker that she tried to report his anti-social behaviours to. Ms. Clift followed up their heated discussion with a letter, and for this simple act, Ms. Clift was placed on a list with sex perverts, and other criminals. She was placed on what the U.K. calls the violent persons registry. It's a listing for individuals who have displayed violent or other inappropriate behaviour. Ms. Clift found that being under the spotlight of this flagging system was too much and she was forced to move from the area that she had lived in for over 10 years.

Ms. Clift unlike many targets had been given notification that she was to be placed on such a list. The nature of her perceived offence, and the length of time she would be on such a list. She described her experience, which in some pivotal ways matched some of what Targeted Individuals had mentioned in their harassment.
She sensed that, everywhere she went, there was “whispering, collaboration, people scurrying about”. “Everywhere I went – hospitals, GPs, libraries – anywhere at all, even if I phoned the fire service, as soon as my name went on to that system, it flagged up ‘violent person marker, only to be seen in twos, medium risk’.” 2

Ms Clift's targeting if not identical was at least fraternal to what targets had described. People collaborating. Whispers, scurrying, life disruption that had caused her to move. In Ms. Clifts case the warning markers, and flags had been sent out to quite a few agencies, and thus everywhere she want this warning marker followed her.

The question then became was such a system, or similar system available in other countries? Which laws were being used and who was responsible for keeping or organizing such information?

Further research showed that under occupations health and safety laws, there was such a structure in place, that would allow an individual to receive a warning marker, or flag on their files for various perceived offences. The structure matched and covered all the various markers that targets had complained about. The structure also allowed for those around the accused to be fully aware of what was ongoing, while it allowed the accused to be unaware, unable to defend themselves. This structure upon further and deeper examination fit extremely well with what was ongoing.

Under the Occupational health and safety, or community health and safety laws, which have been established in many countries, individuals can be flagged and a notification about them can be sent out to the community at large, all without the targets awareness. These laws give workers the right to be made aware if they are about to encounter potentially violent situations or individuals. These laws however do not give the target any foreknowledge of the violence, and harassment they will soon receive from the community, once placed on such a notification system.
Workers have the ’ right to know ‘ all risks and safe work procedures associated with the job. This may involve identifying individuals with a history of unpredictable or violent behaviour.

Training workers to recognize escalating behaviour that has the potential to result in violence is a common way to minimize risk. Five warning signs of escalating behaviour and possible responses are listed in Appendix C.

In the service sector this may require identifying to employees persons who have a history of aggressive or inappropriate behaviour in the store, bar, mall or taxi.

The identity of the person and the nature of the risk must be given to staff likely to come into contact with that person. While workers have the right to know the risks, it is important to remember that this information cannot be indiscriminately distributed. 3

Workers do have a right to know if they are going to encounter violent situations or individuals. On the surface this sounds like a good thing, and if used properly should be a good thing, yet the innocent were and are being targeted by this system. How were innocent individuals, whistle-blowers, and others ending up on such lists without any kind of warning or notification? Even convicted prisoners get warnings if they are going to be placed on a notification system, thus legally it would be presumed that other individuals would have the same rights and protections if there lives were going to be disrupted in a similar manner. This does not seem to be the case.

Under these occupational health and safety laws, incidents must be reported. They can range anywhere from threatening looks, yelling, to actual physical aggression and everything in between. They can also include other inappropriate behaviours. Eg. Acts of sexual aggression, harassment, intimidation, inappropriate lewdness, etc.

Once a worker files a report, if the workplace has an Employee Assistance Program then this matter might be discussed with that department. If the behaviour is deemed to be a real concern, then it might be forwarded to a Threat Assessment Team. This team is where designation, warning markers, and notifications can be determined and applied to an individuals file, depending on the structure of the organization.

Employee Assistance Program and Threat Assessment Team
This is a pre-emptive team with a mission of early identification of intervention. The composition of the TAT shall be the following individuals or their designated representatives: 4

Early interventions can be misconstrued and lead to damaging consequences. There many assumptions that go into pre-crime policing, that can have damaging consequences for the target involved.
Oregon State Police Sgt. Jeff Proulx explained to South Oregon's Mail Tribune why the operation was such a success: "Instead of being reactive, we took a proactive approach."

There's just one problem: David Pyles hadn't committed any crime, nor was he suspected of having committed one. The police never obtained a warrant for either search or arrest. They never consulted with a judge or mental health professional before sending out the military-style tactical teams to take Pyle in.

"They woke me up with a phone call at about 5:50 in the morning," Pyles told me in a phone interview Friday. "I looked out the window and saw the SWAT team pointing their guns at my house. The officer on the phone told me to turn myself in. I told them I would, on three conditions: I would not be handcuffed. I would not be taken off my property. And I would not be forced to get a mental health evaluation. He agreed. The second I stepped outside, they jumped me. Then they handcuffed me, took me off my property, and took me to get a mental health evaluation." 5

This team consists of members from Human Resources and other organizations. In the case of one Florida University the organization consists of many different individuals from various areas that work together to make the determination of whether they thing an individual could be a cause for violence.
1. Chief, University Police Department 2. Director, EAP 3. Director, Personnel Services 4. General Counsel 5. Appropriate Vice-President 6. Others as needed and deemed appropriate by above representatives E. Workplace Violence Management Team: A Workplace Violence Management Team (WVMT) shall periodically review the workplace violence policy and recommend changes as needed. The WVMT shall consist of the following persons or their designated representative:

1. Chief, University Police Department 2. Director, EAP 3. Director, Personnel Services 4. General Counsel F. Crisis Management Unit - The University maintains a Crisis Management Unit (CMU) through a collaborative effort between the Psychology Department and the Campus Police Department. In the event of a situation which may require immediate police or psychological intervention, the Police department should be notified. The Chief of Police (or designated representative) will determine if the situation requires the attention of the police, the CMU or the TAT. 4

In addition to exhibiting violent or other inappropriate behaviours, there are other factors that could ensure that an individual has a warning marker, or flag placed on their file. Again this will differ with each organization, but the concept is the same. This structure or one similar is used in some cases to determine if individuals will end up on this system wide notification.
V. "Fitness for Duty" Issues

In addition to the definitions of violent, potentially violent, and abusive behaviors as discussed in Section IV, these Guidelines shall also be concerned with behaviors, physical and verbal, that may not appear to be violent, potentially violent, or abusive prima facie. Such behaviors that do not fall within the purview of the definitions in Appendix A, yet may be viewed as precursors to violent behavior and/or have the tendency to interfere with a harmonious work environment or with an individuals work performance, shall be deemed as "fitness for duty" issues. Examples of "fitness for duty" behaviors may include, but are not limited to:

A. Expression of bizarre and inappropriate thoughts. B. Excessive absenteeism without prior approval or rationale. C. Degenerating physical appearance. D. Acts of insubordination. E. Poor work performance. F. Poor workplace relationships with others. G. Indications of alcohol/substance abuse. H. Excessive complaining. 4

The additional criterias that can get a person flagged, are interestingly enough many of the same symptoms that harassment, bullying and mobbing victims targets experience, or have express experiencing at the height of their targeting. Remember that harassment can happen in the workplace, in the community, or on campus. Many victims of sexual harassment have expressed inappropriate thoughts of what they would like to see happen to those harassing them. Many targets of sexual harassment and other harassment's do not always keep up their physical appearance, while being harassed. They might disobey supervisors if asked to work with their assailant. Targets of mobbing, bullying, and harassment do often start to exhibit poor performance, workplace reviews and assessments. Some do turn to alcohol and substance abuse to deal with the harassment. Almost all targets of these harassment do make complaints to human resources on a regular basis in order to have the harassment stopped. Yet these are coincidentally the criteria listed for determining if someone is fit for duty.
VI. Reporting Procedures

All University employees and registered students, regardless of position, are responsible for the immediate reporting of any acts of violence, potential acts of violence, or threats they have received or witnessed, or have been told that another employee has witnessed or received. Employees and students should also report unusual, harassing, or threatening behaviors, as defined in Appendix A, even though such behaviors may not be in the form of an imminent threat, particularly if these behaviors make one fearful for his or her continued safety. Employees must make such reports regardless of the relationship of the employee to the person who initiated the threat or behavior or committed the act of violence. 4

Today's workplace does not leave very much room for discretion. It is now routine for individuals to report acts of aggression, or other inappropriate behaviours. These can often have devastating affects on innocent individuals.
A medical technician killed himself after being suspended from work after someone complained that he made a politically-incorrect joke about a black friend.

Roy Amor, 61, who was devastated at the prospect of losing his job making prosthetics, shot himself in the head outside his house.

He was facing a disciplinary investigation after suggesting to the black colleague that he ‘better hide’ when they noticed immigration officers outside their clinic.

It is understood that the man was a close friend of Mr Amor and was not offended. However, it was overheard by someone else who lodged a formal complaint. 6

The above case shows how a seemingly innocent joke between two friends, can be overheard, taken as offensive by a third party, and lead to dire consequences. He made the remark to an individual who was a long term friend, but this remark lead to a disciplinary investigation. An investigation which might even have seen him fired from his job. Unable to face the consequences he committed suicide.

Due to the secrecy used in this program a target of harassment might well display anger, or other legitimate outbursts. Once this happens all the aggressors who are familiar with this system have to do is report the incidents. Explain how the target makes them feel threatened, uncomfortable, or express concerns about workplace violence. When in fact the target is the one being constantly provoked. Get a few friends involved and before you know it, the target is the problem. The target is the person who is aggressive, and the target is the one being disciplined or having a warning marker placed on their file. Targets are often being baited by complete strangers once they find themselves on these notification lists.

In future many more innocent people might just find themselves with such warning markers added to their files, as the DSM make the definition for mental illness that much wider and broader in scope.

DSM Updates
Proposed updates to the Diagnostic and Statistical Manual of Mental Disorders (DSM) are prompting many to question whether or not the psychiatric profession itself has gone crazy. The latest additions to the alleged “mentally ill” could include hoarders, people who get angry every now and again, lazy people, and even those who get outraged over things like sex and violence on television. 7

“For this latest revision they’ve set up a special task force to decide if behaviors like bitterness, extreme shopping or overuse of the internet should be included,” explained Professor Christopher Lane 7

Many Internet users who spend time on games such as World of Warcraft might meet this definition. People who spend too much time on chat forums. Lazy individuals, people who get angry, or who get upset about too much violence on television, people who like to shop too much, or hoard things, might all make the list in future. The criteria for these definitions are not only unscientific, they could easily incorporate most any individual in today's modern society. If these definitions are successfully updated, there could be many more targets making the list in future.

Once a target is flagged, or a warning marker is placed on their files, depending on what the threat assessment team determines a community notification is sent out to the individuals around the target. Anyone that might come in contact with the target is contacted. Others who are part of these notification programs are also contacted when the target is nearby.

If a target makes a call, or their name is pulled up on a system, the targets warning marker will follow them. The community then naturally goes into hypervigilance mode, and they do anything they can to remove that individual from within the community. Most individuals treat these notifications the same way they would treat notifications about any other threat, be it paedophiles, rapists, the same hysteria is often present.

Community Notification
Some people might argue that they would feel more secure if they were aware of the identities of dangerous offenders in their neighbourhoods, but widespread community notification actually serves to heighten fear of victimization. In a large metropolitan area, hundreds of thousands of people are notified of a dangerous offender's release, while only hundreds will come into contact with him in the community. This blanket notification propagates the belief that there are more "predators" in the community than ever before, and fearful attitudes among members of the public are reinforced. A vicious cycle results: widespread notification leads to an increase in the community's fear of crime which, in turn, leads to more calls for notification. We would also argue that the use of inflammatory language such as "predator" by politicians and officials also works to heighten fear and increase calls for more punitive action. 8

Since the innocent target has no idea of what is happening behind their back, this system is being used in inappropriate ways. Based on the research that has been conducted,it seems this notification systems is being used to silence whistle-blowers, women seem to be targeted above average, and minorities. As Jane Clift points out, this system goes beyond race, gender. There are lot's of men and non minority individuals who have also found themselves targeted by this system. This program is not only systemic, but these notifications are being used indiscriminately, with very little oversight, and they are being used beyond borders.

Since most civil workers are aware of this notification system, it means that targets reporting incidents of being followed around by various strangers should not have been unfamiliar to the police, and other agencies that targets reported their harassment to. In most cities this notification is well known, and used by many workers and employers. Yet Targeted Individuals have had to have mental health evaluations for making complaints about this structure, and the harassment that comes with it.

Workers
Not only will this program used the civil servant already mentioned, but it will expand who is used in the program. They will have secret sources of communication available to them. The members of these programs will connect with the fusion centres. None disclosure agreement or a confidential disclosure agreements will be signed by many in these programs to ensure that the information is protected. 9

Once the notification goes out, the target literally feels as if they have become enemy of the state, because the community is getting a notification with information that may or may not be fully accurate. Remember a lot of the reporting that happens, happens by individuals who could have ulterior motives, such as revenge. For someone familiar with this structure, it's the perfect way to systemically destroy someone's life and keep them out of the loop for years, if not forever.

The portion of the harassment that targets refer to as Gang Stalking is a deliberate psychological operation that happens within this structure. Involving community harassment, community mobbing, gaslighting, street theatre, electronic harassment and dozens of other techniques that all work together to help systemically destroy the target over time. It also paints those complaining as mentally ill. This structure is capable of destroying the targets reputation, and credibility. As the target seeks to get help for the community harassment that will inevitably occur under such a notification, their cries and pleas for assistance are ignored. Their stories of harassment, stalking, mobbing, electronic harassment, are all conveniently written of as signs of mental illness,while the Targeted Individuals life continues to be systemically interfered with, and continues to fall apart.

Most participants of this notification structure seem to be under some kind of confidentiality or none disclosure agreement. There is also a structure in place that seems capable of punishing anyone who is part of this structure that steps out of line, thus most people do not discuss this program, even as those close to them are being destroyed.

These occupational safety and health laws are in most communities, workplaces, and educational facilities. They are in most democratic countries, such as Canada, U.S., U.K. and the rest of Europe. At this stage many other countries seem to be adapting this structure, and from the feedback targets have provided it seems that this structure is already in most countries.

What this means is that wittingly or unwittingly. There is a systemic, surveillance structure that is fully capable of monitoring and targeting an individual who has been flagged in this manner. This structure is not limited to states, or provinces, and can go beyond borders. The targets information might also be indiscriminately distributed to a wide range of individuals. Individuals that the target might never come in contact with face to face, yet who the target might have an acquaintance, or business relationship with. It's basically a net that is capable of touching everyone connected to the target, and poisoning them with the information contained in the targets file, wither accurate or not. Because most targets have no idea what is happening, or how such a structure could exist, they are floored as they try consistently to get help within the normal structures, while being written off as having a mental illness.

I believe that this notification system will continue, because it works for many. Many like feeling as if they are part of a secret club. Unless it happens to them, most will never truly understand how devastating such a structure can be to an innocent person. I can only suggest that those with the know how, financial ability, and dedication, work towards implementing laws to get this structure corrected.

Suggestions

This structure should be required to give written notification to targets. If an investigation is ongoing, then the time frame for the investigation should be limited. Targets complain of years, upon years of targeting. If the targets guilt has been established in some capacity, then invite them to a hearing. If not then it should be mandatory to remove these notification after a specific time frame. Most lawyers, mental health workers, police, are all fully in the know about this notification system, thus targets and their complaints of harassment should be taken seriously. Instead this notification system is being used to destroy innocent lives, or harass them for years on end with dire consequences to themselves, and the communities at large.
What many in society still do not understand or realize is that there is a dark side to many of those shootings and violent incidents, there is a dark side that society would rather not have you know about. A dark side that happens masked just below the public's eye and awareness, but that is often very real and traumatizing for the Targeted Individual. 11

This notification system in scope and breadth is no less damaging then the Stasi's system of harassment, or the American Cointelpro program. The difference now is that the state has masked these offences under the guise of doing what is right for the community. Leaving innocent targets at the mercy of the mob, and individuals who use this system to openly target, harass, oppress and control those who have been targeted.

Jane Clift Case Highlights

Jane Clift Case Highlights


This case is great. She was placed on a list. She used the Data Protection Act and Human Rights Act to sue and win her case.


6# The words complained of contain personal information relating to Ms Clift. That is data which is subject to the Data Protection Act 1998 ("DPA"). This Act implemented in English law some of the rights recognised by Article 8 of the European Convention on Human Rights ("the Convention"). Later those rights were more fully incorporated into English law by the Human Rights Act 1998 ("HRA"). The Council is a public authority. HRA s.6 (1) provides:


"It is unlawful for a public authority to act in a way which is incompatible with a Convention Right".


Physical Contact. This is an area that some targets might be able to build a case on, in regards to who was given access to their data.


Data Protection Act. Human Rights Act. These are the two acts that she was able to use to file her case.


8# The question in this case is whether, and if so how, the Council must demonstrate that it has complied with its public law duties under HRA (and incidentally DPA) if it is to be able to assert that it has the interest or duty required at common law for there to be a defence of qualified privilege.


This is what the case came down to. The same would likely be true for the Acts in other countries.


EVENTS LEADING TO THIS ACTION


9# As a responsible employer the Council has a policy to protect its employees from violence at work. The policy is set out in a document headed "Safe System of Work (Codes of Practice) H&NS/COP/1.14 Version 1.0 date issued 11/3/03 Violence at Work (Inc Potentially Violent Persons)" ("the Policy").


This also fell under Violence at Work


15# Mr Kelleher then conducted a number of other interviews. One was with Mr Gulfraz, a friend of Ms Clift. She was accustomed to helping him in making telephone calls and filling out official forms. She was at the time also helping him in a complaint he was making against the Council on a housing matter. He was present at the time Ms Clift made her call to Ms Rashid on 11 August. He heard the whole conversation over the speaker phone. Other witnesses were fellow employees of Ms Rashid. Ms Rashid did not have the phone on loud speaker but her colleagues sitting near her heard her side of the conversation. It was sufficiently unusual to attract their attention.


Witness close to Jane Clift were interviewed. Just like witnesses, family, friends, would be interviewed.


21# Also on 1 December 2005 Mr Kelleher filled out a standard form prepared in accordance with the Policy. It is known as a Violent Incident Report Form.


Same type of reporting form used in other countries as well to document incidents.


22# Mr Satterthwaite is the author of the Policy and the officer of the Council responsible for compliance with Data Protection and other related matters. He maintains the Register. It is a document prepared on Excel spreadsheet software. It contained ten columns and, at the relevant time, about 150 rows. Each row related to a person identified by name and address given in the first two columns. Ms Clift's name was entered on the Register by Mr Satterthwaite upon information provided by Mr Kelleher. Details of the incident are given in column 5 as "threatening behaviour on several occasions". The duration for which the person is to remain on the register is given in column 8 and in respect of Ms Clift the period is 18 months. The ninth column contains a title "Risk Rating VH, H, M and L" the entry for Ms Clift is M for medium. Two entries are admittedly inaccurate. The location of the incident is given at column 4 as "via correspondence". The date of the incident is given in column 6 as "30/11/2005".

24# The precise means by which the Register was circulated did not emerge clearly in evidence. Ms Clift protested immediately at her inclusion on the Register and asked if there was a right of appeal. She was informed there was not. In a letter dated 13 December 2005 Mr Satterthwaite (signing himself as Data Protection/ Health and Safety Co-ordinator) explained his decision in terms which implied that the Register had already been circulated by that date, as might be expected. Some information as to whom the Register had been shared with was given in that letter. More detailed information as to the publishees is not recorded in the form of an email before one that has survived dated 27 January 2006.


Health and Safety Co-ordinator did not give her the chance to appeal, so she took it to court.


30# The letter dated 13 December 2005 from Mr Satterthwaite to Ms Clift includes the following:


"Re – your letter dated 10 December 2005 – PVP Marker


A request for information that you sent to the Council, has been passed to me to answer, as I am the Data Controller for the PVP register.


Under the Management of Health and Safety at Work Regulations (1992), we have a duty of care to ensure that we do not put our employees into situations that may cause them physical or mental harm…


This register is shared between the Council's Health and Safety co-ordinators to distribute on a need to know basis to managers, (especially those services that interface with our customers) so they can take the appropriate actions to protect their staff. This register is also sent to our partner organisations that may provide a service on our behalf (i.e. Slough Accord, Interserve, NHS Primary Care Trust and The Community Safety Partnership). Once the time limit has expired, using the same communication chain, a request is made that all traces of the warning marker is removed from the individual's name.


This is what get's distributed, and this is the same wording in most of the documents that I have been reading up on.


31# That letter reflects guidance from two sources. Whether it does so correctly is another matter. The first source is the Policy. This includes what, in another context, would be called sentencing guidelines, listing the activities that may render a person liable to have a violent person marker placed on their file and the "set period" said to be commensurate with the activity. The second document is one issued by the Information Commissioner covering five pages, entitled "Data Protection Act 1998 Compliance advice Violent Warning Markers: used in the public sector" ("the Compliance Advice").


32# Ms Clift pursued her rights of access and sought further information under the Data Protection Act. By a letter dated 11 January 2006 Mr Satterthwaite wrote as follows:…..


Mainly social services related activities – Supporting People, Community Mental Health Team and Community Nursing


– Community Safety Partnership


Neighbourhood Wardens


Disclosure was made to the above organisations as they may all have cause to visit your address, for face to face contact. A good example of this is one of the many satisfaction surveys carried out.


She wrote the request under the Data Protection Act. Note her file was shared and distributed to quite a few people.


42# After further submissions on the questions to be asked of the jury counsel agreed that I should direct them as follows:


"If you assess damages, then you take into account circulation to 30 people for the e-mail and 150 for the Register. You leave out of account the remainder of the 66 to whom the e-mail was addressed unless you answer question 2 yes [in other words unless they find malice].


If you answer yes to question 2, you take into account all 66 people to whom the e-mail was sent and 150 for the Register".


THE DATA PROTECTION ACT AND THE HUMAN RIGHTS ACT


These two acts played heavily into her defense.


43# The first proceedings brought by Ms Clift were in the County Court under the DPA. She commenced those proceedings on 13 January 2006 alleging that the Register was inaccurate. Those proceedings have been stayed to await the outcome of this libel action.


This is what Jane Clift had to do to clear her record.


(a) The widespread publication of information that a person is 'violent' and their inclusion on a register of 'violent persons' is a serious interference with that persons Article 8 rights which requires cogent justification.


(b) Ms Clift had never used violence towards the First Defendant's employees and had never threatened any such employee with violence. No employee had complained about Ms Clift's conduct and no contemporaneous 'Violent Incident Report' relating to Ms Clift had been completed by any person.


Point 46. interference with a persons Article 8 rights.


47# There followed a plea of malice which is summarised in para 2 above. The plea of publication set out the facts I have already recited in relation to the circulation of the e-mail with the Register as an attachment on 27 January 2006. The next paragraph material to be cited reads as follows:


"10 The Register entry and the e-mail were distributed excessively widely to persons and bodies with whom [Ms Clift] had no contact and had no interest in [Ms Clift].


When I have no contact with individuals across boarders, why is my information shared with them? Clients or associates in other countries should not have this information disseminated, but they are.


50# Nevertheless, it is appropriate to set out the terms of the draft amendment as follows:


"12A Further by publishing the e-mail and the Register Entry the [Council] has interfered with [Ms Clift]'s rights under Article 8 (1) of the European Convention on Human Rights without such interference being justified under Article 8 (2) and as a result its actions were unlawful under Section 6 of the Human Rights Act 1998.


The targets in European countries could start to look into this via data protection and Human Rights Conventions, Articles 8 and 6. See a lawyer first.


66# It is understandable that Mr Beggs should have ordered his arguments as he did. The Council has policies on both health and safety, and on data protection. Mr Kelleher and Mr Satterthwaite made the decisions they did make after considering these policies. Mr Satterthwaite directed himself on the law of health and safety at work, and on data protection, as set out in the Policy and the Compliance Advice. He did not mention the law of libel. Whether or not Mr Satterthwaite directed himself correctly is an issue for the court. But it is understandable that the Defendants should wish to be judged by the law which they understood to be applicable. Mr Beggs may also have taken the view that the course I adopted in the Westminster case at para 151 would be difficult to support. If so, he did not say that.


Health and Safety at work.


75# Mr Beggs submitted that the Council owed a duty to ensure the safety of their staff. He cited Health and Safety at Work Act 1974 ss.2 and 3 and the Management of Health and Safety at Work Regulations 1999 (SI 1999/3242), in particular regulations 3-5 and Schedule 1.


Health and Safety consistently cited throughout this whole case, used for justification.


90# The absence of a system of monitoring to whom the Register was published means that the Claimant may not be able to prove the full extent of the publication. The onus of proof is upon her, and if she is unable to discharge it, that cannot be relevant to the defence of qualified privilege that might be available in respect of other publications which she can prove.


A disgraceful lack of oversight is what I like to call it.


94# Para 16 provides that:


"Data controllers should ensure that only those members of staff who are likely to come into physical contact with a potentially violent individual, through visits or by meeting in open plan reception areas, or who can otherwise demonstrate a need to know, have access to violent warning marker information. So for example where a member of staff is required to visit a potentially violent individual, at this point they should be advised of this fact".


Physical contact. There is that word again.


98# The Compliance Advice does not assist on the definition of violence or violent behaviour. The Policy gives what it states are "Examples of violent behaviour covered by the Code of Practice". They include: "Shouting, Swearing, Racial / Sexual Abuse, Threats, Pushing, Spitting, Object Thrown, Damage, Hostage and Actual Violence". These are all things which an employee should expect to be protected from. But to refer to them all as examples of violence, or even potential violence, gives an extended definition of that word. It normally connotes at least a threat of physical force, and one which is meant seriously.


An expanded definition of violence. So shouting by someone's standards could get you and did help to get Jane Clift on the list. You have to be so very careful with these individuals.


109# Documents are now normally held and communicated electronically. It is easy and common to circulate by e-mail to very large numbers of people, within (and outside) an organisation, information which, in the past, would have been addressed in a letter or memo to very few. It is therefore much more likely than in the past that information will be communicated to persons to whom no duty is owed, or who do not have a legally sufficient interest in receiving the information. It was in order to address this change in practice that the data protection legislation was introduced, first in a limited form in 1984, and then as it is now in DPA. HRA was not specifically targeted at this issue, but it undoubtedly applies to it.


How far and wide is information getting shared? This is going to be an interesting question to look into. I get the feeling with limited oversight, they are using this to smear targets left, right and center.


112# The historical cases show that the values set down in the Convention in 1950 as rights under Articles 8 (including the right to reputation) and Article 10 (including the right of freedom of expression in the giving of references and warnings) were not invented in 1950. These and some other Convention rights can be traced back, not only to the American Bill of Rights and the French Declaration in the eighteenth century, but also to the very beginnings of English law. So one thing that HRA has achieved is to provide a means through which the courts can review the relative priority that the common law gave to those rights (which it already recognised), and adjust those priorities to meet contemporary needs.


This case was very interesting. Lot's of good points, targets might be able to use. Check with a legal expert.

On the one hand looms the probability, often amounting to a certainty, of damage to the individual, which in some cases will be serious and may indeed be irreparable. The entire future prosperity and happiness of someone who is the subject of a damaging reference which is given carelessly but in perfectly good faith may be irretrievably blighted. Against this prospect is set the possibility that some referees will be deterred from giving frank references or indeed any references."


Yes slander can ruin your life.


120# The DPA has created new statutory rights which are in no way related to employment or other relationships, although they affect such relationships. That Act requires attention to be focussed on the rights of those who are the subjects of references and warnings, as well as on the rights of those to whom the references and warnings are addressed. Personal data must be processed (which includes disclosed) "fairly and lawfully", and it must be accurate: see Sch I. There are extensive provisions on the interpretation of these and other principles and a number of statutory instruments containing further provisions. I shall not consider these further, because Mr Tomlinson made no submission based upon them. He confined his submissions to the new rights and duties created by the HRA, which apply to the defendant council, but would not apply directly to a private sector employer.


Wow you mean people can't just create fake incidents, data must be accurate? Guess it's time to start reviewing some files and see what is actually out there. What has been said, attributed to individual files vs what is accurate. There has to be a way to do a class action for inaccurate information, especially if there is a systemic practice that is occurring.


128# The jury answered No to each of the first three questions: they rejected the defence of justification and the allegation of malice. They awarded damages of £12,000 to Ms Clift. So, Ms Clift left court with her reputation vindicated and Mr Kelleher left court without a stain on his reputation.

The problem with this bill or any other however is that if it does not address what is really happening it is just more false hope, more distraction, that will lead targets in the wrong direction and waste their time.

The story was great on the outside, and it was good in some regards, but not many targets could use it for getting out of their own situation or circumstances. His case was very specific, and the person failed to show up for court.

This is being done by government programs. The finger must be pointed, or it does not matter how many politicians, fake experts, fake groups they throw at us, as a community we will never get where we need to be if we allow ourselves to be falsely distracted.

We need laws which for the state to share with an individual when they have been placed on lists, so at least they have an idea of what is happening to them. We need oversight of these programs, there is none happening now, and devastating consequences are happening. From what I can see, it's fully deliberate, and designed to be that way.

It's more false hope that plays into the hands of these people once again. Let's stay focused and when real evidence presents itself let's examine those channels. There is lot's of good information coming out about Violent Person's Registries, and this is a very strong direction that we should all be looking at and examining. If this is what is being used, then any future laws to protect Targeted Individuals, must go after these lists, and oversight of these lists. Plus Freedom Of Information Act requests, to see who has been targeted by these programs.

The structure of our oppression?

The Structure of our oppression.

The following article will try to put into perspective some of the societal structures that are most likely responsible for the targeting some of those in the Targeted Individual community are experiencing.For years Targeted Individuals have been saying that they are being followed around, stalked, monitored while at home, and out in public. They have complained of a system that is capable of 24/7 surveillance, able to harassment at home, work, in the community, and even while traveling abroad.

For several years there has been a great deal of disbelief that such occurrences could even be possible. The follow article, will try to explain referencing sources already available and documented how this could be happening.

The following article represents the views and opinions of the GangStalkingWorld.com website and does not necessarily reflect the views of any other person, or website in the community.

It has long been a widely expressed view that the monitoring is being done by various groups of citizen informants, members of various community policing type programs. Based on recent research conducted it seems most likely that the people being used to follow Targeted Individuals around are what society and the government in some countries refer to as, "covert human intelligence sources". They can also be known as own as Citizen Informants. Another slang terms that is often used to describe these individuals is the term Snitch or Snitches.

Covert human intelligence sources

A recent article came out in the London Telegraph, saying that Children as young as 8 are being employed by the state as “Covert human intelligence sources” aka Snitches. Targeted Individuals often complain that the harassment is being perpetrated by all members of the community including children. Children are being hired and used by the government to spy on their neighbors in the Uk. and "being encouraged to photograph or video neighbors guilty of dog fouling, littering or "bin crimes" The article says there are "hundreds of Junior Streetwatchers, aged 8-10 years old, who are trained to identify and report enviro-crime issues such as graffiti and fly-tipping." The adult spies according to authorities are recruited via newspaper ads.

Some are assigned James Bond-style code numbers, which they use instead of their real names when they ring a special informer's hotline. This escalation in Britain's growing surveillance state follows an outcry about the way councils are using powers originally designed to combat terrorism and organised crime to spy on residents. In one case, a family was followed by council staff for almost three weeks after being wrongly accused of breaking rules on school catchment areas." 1

Community Oriented Policing

Though the article primarily focuses on the United Kingdom, it should be noted that other countries are setting up such community structures, via community oriented policing programs. These programs are a

It achieves this through the decentralization of the police and the implementation of a synthesis of three key components: (1) strategic-oriented policing—the redistribution of traditional police resources; (2) neighborhood-oriented policing—the .interaction of police and all community members to reduce crime and the fear of crime through indigenous proactive programs; and (3) problem-oriented policing-a concerted effort to resolve the causes of crime rather than the symptoms. " 2

Fusion Centers

The ACLU has released a report on Fusion Centers. 800,000 operatives will be dispersed throughtout every American city and town. Set to report on even the most common everyday behaviors which will go into state, local and regional, linked data bases. These linked databases are not just emerging in the United States, they have already emerged in many countries around the world in the wake of implied terrorist threats.

"We pointed out that, while diverse and often still in the early stages of formation, they often seem to be characterized by ambiguous lines of authority, excessive secrecy, troubling private-sector and military participation, and an apparent bent toward suspicionless information collection and datamining." 3

The article then goes on to point out that in a short space of many of the warning in the report had come to pass. The article talks about the fact that this apparatus is responsible for watching and recording the everyday activity of a growing number of individuals. The reports are then gathered together and then they are accessible to any law enforcement agency that is a part of these fusion centers.

"In the six months since our report, new press accounts have borne out many of our warnings. In just that short time, news accounts have reported overzealous intelligence gathering, the expansion of uncontrolled access to data on innocent people, hostility to open government laws, abusive entanglements between security agencies and the private sector, and lax protections for personally identifiableinformation.Overall, it is becoming increasingly clear that fusion centers are part of a new domestic intelligence apparatus. The elements of this nascent domestic surveillance system include:

• Watching and recording the everyday activities of an ever-growing list of individuals
• Channeling the flow of the resulting reports into a centralized security agency
• Sifting through (“data mining”) these reports and databases with computers to identify individuals for closer scrutinySuch a system, if allowed to permeate our society, would be nothing less than the creation of a total surveillance society." 3These fusion center will have the capacity to circumvent laws that are in place to limit federal vs local authorities and the access that each has to specific information.

"Even more troubling is the fact that these centers are networked together and seamlessly exchange information with the intelligence community through the Director of National Intelligence’s Information Sharing Environment (ISE). The Washington Post report was based on a document produced from a survey of fusion centers, which shows their intent to maximize the access each of the fusion centers has to the various databases. This would allow a state fusion center that under state law or local policy is prohibited from buying credit reports, as an example, to circumvent its own restrictions by simply calling afusion center in Pennsylvania to and asking Pennsylvania authorities to access the records it wants to analyze. This “policy shopping” process guts state and local privacy protections and gives the participating agencies, including the federal intelligence community, access to information they may not legally have on their own." 3

These centers if allowed to expand will create a one way justice system. Your information, even your daily activities will be allowed to be gathered, collected, and possibly used against you. When you then request information to confirm if you are a target of surveillance, the information will be stored in a secret database and not available for you to access.

"Even as fusion centers are positioned to learn more and more about the American public, authorities are moving to ensure that the public knows less and less about fusion centers. In particular, there appears to be an effort by the federal government to coerce states into exempting their fusion centers from state open government laws.31 For those living in Virginia, it’s already too late; the Virginia General Assembly passed a law in April 2008 exempting the state’s fusion center from the Freedom of Information Act.32

According to comments by the commander of the Virginia State Police Criminal Intelligence Division and the administrative head of the center, the federal government pressured Virginia into passing the law, with the threat of withholding classified information if it didn’t.33 Such efforts suggest there is a real dangerfusion centers will become a “one-way mirror” in which citizens are subject to ever-greater scrutiny by the authorities, even while the authorities are increasingly protected from scrutiny by the public." 3

Public Employees

The next aspect of the targeted that has been reported by the Targeted Individual community is the fact that public servants seem to be taking a part in the continuous monitoring and harassment private citizens. American Civil servants, firefighters, police officers, Corporate Employees, learning to collect data and spy. The information then goes into secret data bases. They will also communicate in code. Many targets have expressed a belief not only that they are being tracked, but that their stalkers are communicating via a one handed sign language similar to that which the Stasi used. Watch Video

" 4Not only will this program used the civil servant already mentioned, but it will expand who is used in the program. They will have secret sources of communication available to them. The members of these programs will connect with the fusion centers. None disclosure agreement or a confidential disclosure agreements will be signed by many in these programs to ensure that the information is protected.

In this regard, Terrorism Liaison Officers resemble InfraGard members. (See “The FBI Deputizes Business”.) This FBI-private sector liaison group now consists of more than 26,000 members, who have their own secure channels of communication and are shielded, as much as possible, from scrutiny.

Terrorism Liaison Officers connect up with so-called “Fusion Centers”: intelligence sharing among public safety agencies as well as the private sector. The Department of Justice has come up with “Fusion Center Guidelines” that discuss the role of private sector participants.

“The private sector can offer fusion centers a variety of resources,” it says, including “suspicious incidents and activity information.” It also recommends shielding the private sector. “To aid in sharing this sensitive information, a Non-Disclosure Agreement may be used. The NDA provides private sector entities an additional layer of security, ensuring the security of private sector proprietary information and trade secrets,” the document states." 4

Other than the United States many other countries have similar programs in place where they have requested that public servants in the course of doing their day to day activities keep an eye out on what is happening.

Stalking and Monitoring.

Though I do not in believe the family in this video are targets of Gang Stalking I will say that the example shown explains very well how someone could be stalked, monitored and spied on 24/7 as this family was. I do not believe they are targets of Gang Stalking, because Gang Stalking is often covert, what this family experienced was extremely overt and left behind lot's of verification and proof, the harassment targeted individuals experience does not often offer any overt evidence.

The stalking they believe was done primarily using their cell-phone. They were followed 24/7. Their phone conversations listened to. When the mother was in the kitchen making lemonade, the phone rang, and the caller told her, he preferred limes. When the family heard someone at their door in the middle of the night banging, they called the police, when the police arrived the invaders had already left. After the police left this happened again, the family called the police, the invaders had left, this happened a third time and finally the family stopped trying. After filing a complaint with the police, the family were sent a recording of their conversation with the police, by the stalker. They installed a camera system, the stalker called to say that he already knew the code.

The list goes on, and apparently there were a total of three families in the area that the cell phone stalking happened to. The case has received wide media attention, including the Tyra Banks show. There is technology out there designed to do this. A company which I will not name in this report, has a service for cheating spouses, where you can use a phone to know where they are and listen into their conversations. There are also programs which will allow the camera on a phone to be used to spy on the person with the camera phone.

They say the hackers know their every move: where they are, what they're doing and what they're wearing. The callers have recorded private conversations, the families and police said, including a meeting with a local detective. " 5

Not all members of the Targeted Individual community have a cameraphone, but this example is just to show how one family could be terrorized by an encounter such as this. What we experience is ongoing, and often just as upsetting, but we often do not have the same proof that this family had, which enabled them to go to the police.

The mother said that the first time they came, she immediately called 911, but as soon as the police arrived, the stalkers had fled. The police, unable to do anything, left, and the stalkers returned right away. She said every time this happens she contacts the police, but after about the third call and then the third return, she just stops trying." 6

Regulation of Investigatory Powers

Regulation of Investigatory Powers is a United Kingdom law, which enables public bodies to carry out investigations and surveillance on individuals. Authorities can use directed surveillance or intrusive surveillance for months or years. These types of operations often employ “covert human intelligence sources’. Recently these laws were abused by using them to spy on families for anti-social behaviours and noise complaints.

"Directed surveillance’ is covert surveillance of individuals during a specific but non-intrusive investigation’ (our emphasis). Surveillance is covert where it is carried out in such a way to ensure that those targeted are unaware that it is taking place (cl.25(8)). ‘Surveillance’ is defined as including any monitoring, observing and listening to persons, their movements, conversations or other activities or communications. It also includes any recording of such activity and surveillance by or with assistance of a device."

" Intrusive surveillance’ is defined as covert surveillance in relation to anything taking place on residential premises or a private vehicle. It may be carried out either by a person or device inside residential premises or a private vehicle or by a device placed outside" 7

Secret Databases

A new story also came out this year claiming that information is being kept on Canadians, in secret databases that they have no access to.

"Jennifer Stoddart, the Privacy Commissioner of Canada, has released a 48-page report warning that the RCMP (Canada’s national police force) is keeping thousands of files on regular citizens in secret databases which cannot be seen by the accused.

One of the many disturbing facets of Stoddart's report are the examples she cites of information for these secret files coming from citizen informants. In one case a man was put into the secret database because a resident of his daughter's school neighborhood saw him entering a rooming house and—believing drugs were involved—called the police. The police investigation concluded that the man had only stepped out of his car to have a cigarette, but the file was still in the national security databank seven years later.

Another incident cited in the Stoddart report involved a neighbour who saw two men carrying "something that resembled a large drum, wrapped in canvas" into their house. Police were called to investigate but found nothing resembling the reported item, yet the data was still sitting in a top secret databank five years later. As Stoddart points out in the CBC story on the report, this is potentially disastrous for the individuals named in the files, because it "could potentially affect someone trying to obtain an employment security clearance, or impede an individual's ability to cross the border." 8

California Court Rules Homeschooling Illegal.

To me this is one of the most significant things that has happened in a long time. In many ways this is a battle for the future. It's a battle for the very minds of your children. Soon the state will think it's their right and theirs alone, to tell your children what to think, feel, believe, and how to act.

I find this more disturbing than many things I have encountered in a really long time. It's just one State, but thus it begins. If they control the minds of the children, then the future will be indoctrinated and branded with what they want everyone to believe.

The sweeping February 29th ruling says that California law requires "persons between the ages of six and eighteen" to be in "public full-time day school," or a "private full-time day school" or "instructed by a tutor who holds a valid state teaching credential for the grade being taught".
The two youngest of Phillip and Mary Long's eight children must be enrolled in a state approved school. Phillip Long told WorldNetDaily, "We just don't want them teaching our children. They teach things that are totally contrary to what we believe. They put questions in our children's minds we don't feel they're ready for."[/quote]

I think this is a good article because a few weeks ago they were trying to put parents in jail in Germany for homeschooling.

At the time this seemed significant to me because if we are going to have a one world government, then we need to have a unified system where all the minds of the children can be indoctrinated at once. This means that eventually homeschooling will be banned everywhere and only the state will be able to tell your children, what to think, feel, believe, and act. Their loyalty will be to the state, and they will have one unified mind, no matter where they live.

When the case happened and the judges ruling came down I knew there would be repercussions. I did not expect this to start happening this soon in America, but this just leads me to believe that the country is further down that slippery slope than I am willing to believe.

From what I have read on other forums, parents can homeschool under some conditions without a license, so it will be interesting in the coming weeks and months to see what happens next.
It's funny how things can change in an instant, sometimes when you don't expect it. Let's hope at some future point, things start to turn and change for the better.

Durham’s tool tofight crime: You (More Snitches Coming)

Apparently the snitching program is working so well in some cities that they are not expanding it. That's right Durham region is going to get their own version of this monster that Toronto and other cities have in place currently Citizens, Suburban Spies as I like to call them are now also going to be recruited in Durham, the program will start to recruit over the next 3 years, but it's a long term 5-10 year plan. If we can get this sort of concentration in Toronto, then imagine the sort of concentration a much smaller venue like Durham is going to have?

We have snitches at ever corner in Toronto, I am not sure how long this has been ongoing, but again we have at least based on what I am seeing on the subway, over 85% concentration. That is a light figure, now again as a target, I am not sure if I am just seeing a higher concentration.
Apparently traditional policing methods are not working, the money and the budget is not there to do all the things that the police want to do or need to do, so they are getting the citizens to come out and lend a hand. On paper this sounds great. I mean even as a target, when I read it, it sounds great, but in reality it's a nightmare. You have people that are becoming citizen vigilantes. They seem to be recruiting from not the smartest elements in society, and it's a nightmare the stuff these people are doing.

First of all, the program is suppose to help keep an eye on things, but so far all it seems to be doing is finally giving racists, fanatics, and other yahoo's, the capacity and a forum for their hatred. The people joining these programs are the neighbourhood busy bodies that the world could do without, the people who think any foreigner looks funny, and should be watched, the people who have no power in their lives to begin with and finally think this will be a way to have some purpose in their lives, and then there are the others who just have too much time on their hands. You also get the other people who just want to snub their noses at others, who would not be noticed by anyone else outside of these programs. The losers of society have found an outlet.
Then you have the other half. The honest citizens of society who want to make the world a better place. The odd few who mistakenly really think that by going along with these programs they are going to make their communities safer.

These programs are suppose to be designed to make the world a better place, on paper they are and they sound great, but the reality that I am seeing is something quite different. Communities policing communities, everyone getting involved, becoming empowered after feeling powerless for so long, I mean it had me drooling for awhile, before I did a double take and said, wait a second, aren't these very same programs the ones that have me of all people being followed around the city and harassed? Aren't these the same programs that have me being tracked and harassed in my very home? Then I realised why yes they are, and something in the system has gone terribly wrong. Except unlike with other programs, there does not seem to be anyone to turn to get this mess sorted out.

The police will not look into complaints about targeting by these sorts of programs, and apparently to keep these sorts of programs quite in some cities, they have gone so far as to make the people being targeted by these programs look crazy if they try to complain about them or get assistance for them, in most cases they just go on to further slander the reputation of others. Something is not right and not working in a system that would have someone like me targeted. I can tell you this, you don't have to believe me or take me at my word, but just wait till it's your turn, or till this monster gets so far out of hand that it can't be controlled, if it's already not so far out of hand.

These programs on paper start off sounding so good. Citizen volunteers working with the police, keeping an eye and ear on things. Then you have the real monster of the program, which has turned my city into a Statsi State. So many people are a part of these programs that we have I am pretty sure, numbers greater than the Statsi had, meaning where they had 1 to 64. I think we have something like 1 to 15 or 1 to 25, but we have a lot of these snitches in a city of only about 5 million. We have concentrations that are higher than this ratio, based on what I am seeing. This thing that started out so great on paper has become a run away freight train. With just our public servants and unions that are taking part in this it's a lot, but then you have all the companies, private security, police, snitches, etc. It's a huge monster that this has become.
The other thing is though this is working for some members of society, I have seen a great deal of evidence to suggest that these programs are racially targeting individuals, going after more females than males, and targeting the people who could actually make the society a better place. They do not really seem to be cutting down on the major problems that we are having in society, but they are creating quick solutions. These types of programs are giving people a false sense of security, and empowerment, and I am not sure that they are truly targeting the problems that need to be targeted.

There are so many vigilante yahoo's in these programs. This seems to have given some people something to do with their lives, and not necessarily something better. There are many people that function well under systems like these and the Stasi system, and of course there are others that do not. The social sociopaths seem to function very well under these types of systems. The problem is these types of systems are coming into play in many parts of the world, and they seem to be set in place to herold in a global system of dominance, a New World Order if you will, that will be used to control the masses. Think Global, act local, and yet the dissenting voices that we should be hearing are continually being shut down, and closed off. More people and awareness should be out there about these sorts of programs so people can say if they want their city to become a snitch state or not, but just like the North American Union, these program seem to just slipped by the radars, and have now taken over society, and I am not sure what we can do to turn this system around, since so many people seem to function well under these sorts of systems while others do not.

Ship Shape Spies.

Ok there has been some kind of massive over haul with the way things are being run, now they actually look like someone owns them. As we all know someone does own them, the government and they are snitching and spying for the state, so the least the state could do was dress them up and trick them out appropriately.

Ok I am not sure for the reason for the changes, I am guessing, because they were making themselves so obvious that they could be seen from space, hello.

Also I was noticing this poser guy, that is the only word for him. He was dressed in like over 30ish rap gear, which so did not suit him, and then he was all like covering his mouth and doing nothing else, expecting people to signal back, it was so obvious he was being a poser. Even I was like, I don't know you. I saw him again this week, and his posing was doing way better, he was sitting back and just observing them. That's the way you learn. I don't know what he was thinking. He still had the horrible over 30ish rap looking outfit. It just so doesn't work. Not sure what his deal is. Anyways, changes that I have noticed.

Better postures, now they actually look like a suburban spy force, rather than people who crawled out of bed with nothing better to do, and decided to collect government spy-fare cheques. Or do their delinquent state duties. Outfits. I have not seen any really tragic outfits that needed mentioning. Again I haven't seen anything amazing this week, but again, at least they look like someone owns them now.

Signalling. For all you targets out there, at least the ones who live in my city. This week the spy force totally went underground with the signalling. NO more crazy, outlandish on watch eye signals. They have actually opened up a dictionary and learnt the word subtlety. Thank God. It was so bad, their signalling. I didn't want to totally diss them at the time, but big improvement. Eg. This Asian guy on the train, did the pretending to be sleeping thing, but he's really good at it. He only opens his eyes to see who else has come on board and to give directional signals. He was really good at what he was doing, same with the woman who was his cohort. I would say he was the conductor of the moment on that train car. They were doing this really cool back to back and face to face thing, which really works, good for them, bad for us targets. Of course I had to have some fun with it, but he really did a good job.

So they really are being way more subtle, if you want to see them in action, you are going to have to do what the poser guy is doing and just observe them. They have dramatically improved. So targets be more alert.

They also now are better at coordinating the train arrival with getting everyone in position on the platform, so that is way better. Can I ask anyone, why they still feel a need to come and sit with me? Do I look lonely to you? Really. Do your spy thing, but stay away from me. You still get the odd few who have not opened the dictionary to learn the word subtlety.
So today at lunch it was funny. Cause it was Easter Sunday right the area that I lunch in, the washrooms were closed right, so as they tried to do their usual pretending to go to the bathroom, it was funny to watch spy after spy, slam into the closed door. The looks on their faces.

Then now when they walk past me to stalk me at lunch, instead of walking over to try to see what I am eating and doing, they actually are trying to be pretending to be not spying, but it's still so obvious to me. After spending the last nine months of my life openly being stalked by them, tortured by them, and having my life invaded to such a unspeakable violating degree, it's not likely that I would forget them.

Our society is in trouble though. If the numbers that I am seeing on the train are any indication we are in such trouble. I mean seriously, on the train I am seeing well over 85% taking part in this. That is being modest. Now I don't know if I am seeing more of a concentration of this cause I am a target, but remember what I use to do is I would go from car to car to check, and I would walk from the front to the back or whatever, and each car was the same.

I can tell you I work in an small office of under 50 and everyone but me is taking part in this. Now I don't know if they have been inducted since I started working there, but I don't think so. They have been put on alert however. Yeah I'm nutty. Sure.

I can also tell you, I have seen this in other things, eg. People are so use to the signalling and signing that they do it on camera in some cases. I don't want to point out the examples, because things go missing too easily in cyberspace. However I don't think that the numbers I am seeing taking part in this are wrong.

It's like a cult. The people that are in it, can't see that anything is wrong, or that they are a part of something bad. Many of them, not all of them, because some people don't want to go along with this. Like the ones who died trying to leave this, or became socially annexed. Remember this is running from top to bottom in our society. It has been for some time. More than likely decades in one form or another. I spent years on the planet, and I had no idea. I spent eight years or more, being a target of this, and I had no idea, till last summer.

From what I have read and researched, I fully believe that this is what is causing a lot of the workplace mobbing and suicides that we are seeing. It's also causing people like me who don't figure this out in time to become jobless, homeless, forced suicides, mass slaughter, institutionalisation, or jail.

I don't see how this is getting stopped. Eg. A month or so back, I saw a guy on the train, he was like mentally ill or something, it was kind of like obvious. They were watching him right. That was then. Today I saw him again. He looked more together, but more importantly, he was signalling. Now I wasn't absolutely sure at first, but I am pretty sure, more importantly, when he got off the train, no spotters were following him that I could see. That means he is like one of them now. That's creepy.

Did anyone see those alien movies where they take over the planet, like body snatchers or something? Just where a few people see the truth and realise what is going on, and there is no way to get the truth out. I can not be the first person to have noticed this, but our media can't or won't talk about it. The agencies that should be protecting us are not, or they are owned or influenced by the people that we are trying to seek protection from. I won't even go over my CHRC (Canadian Human Rights Commission) complaint, that is going nowhere fast. I faxed it so many times, and each time, they either didn't get it, or oh there is now a page missing, or oh we think there were two files opened. We can't use everything in the complaint. Just like all the other people before me have found. It's just irritating. Where is justice to be found?

Anyways if you do have a spy force that is going to take over the planet someday, at least they won't all look like tragic fashion victims, who can't coordinate simple signalling, or who don't know the meaning of subtlety. On the other hand, the planet is going to be taken over by a spy force, the people controlling the people. I never understood this, mental slavery. It's the worst kind, when you don't know that you are bound. There are no bonds so many do not know that they are bound. The ones that do, they can't get free. It's like finding out too late that you married into the mob, or a cult or an abusive person with the wrong connections. You find that you can't leave.

The things is if they could find a way to pull it together, before the whole world is snitching they could maybe get out of this, but they don't. Like I use to wonder why the slaves did not ban together and just rush those slave masters and get free. It's cause slavery is more than physical bonds. It's mental. It's like you have an elephant right. As a baby, what they do is they chain it with a really strong chain, well it tries to get free right, like any sane thinking person or creature would try to do, well it can't cause it's only little right. Well as it grows, it can totally get itself free if it wanted to, cause it grows strong, but even if they use a rope to tie the elephant with, it won't try to escape, because it's learnt that it can't. It's a total myth, but the elephant has been bound mentally as well as physically, and even though it could easily now throw off the physical bonds, it can't throw off the mental bonds.

It's the same for people. You get them when they are young enough or naive enough and you enslave them, physically or even just mentally and then after awhile even if they could get free they stop trying, they think they can't. But it's a myth, yet so many can't get their minds around it, and so the system stays in place. It's really bad, because over here we are taught how democratic we are and how free we are, and it's a real wake up call, to realise that this is going on in society, and with such numbers of people, how could they all be taken in like this? I know over here we are really polite and stuff, and if the government asked, most of us would try to help out, cause that's the kind of people we are, and many are not seeing the dark side of this. They either don't know the truth or just don't care. Just like Germany. I mean that whole thing, must have given them back such a sense of community, belongingness and togetherness, that they just over looked the fact that they were sending their neighbours the Jews off to death or concentration camps. What lies did they tell themselves to get by? Or did they just have a completely separate reality? I don't really know, I can't try to really exhume that part of history, and dissect it, but I think what we are coming upon is very close and similar.

So how are people going to see the truth? I didn't. I know this signalling crap has been going on since I was in college, and I am sure even before them, but I just could not have wrapped my mind around this. I mean we are taught that only the Russians and Chinese and Germans spied on their citizens and had them being citizen spies. We were taught that we were just not like that, but that was a lie. We were exactly like that too. It was just a lie, but I bought it, hook line and sinker, like so many others in society. Which also makes me wonder what else we were lied to about? When you start reading about history and things that happened, things that never made the history books, you see the same patterns of repression, and the same periods in history. Many of them passed and sanity came back once more, and ofcourse we can all hope that this is all one more such time, but what seems to be happening seems to be on a much wider scale, and I am not sure there will be a period of sanity again.

I grow hopeful when I think of people like Rosie O'Donnell and saying the truth no matter what it's going to cost her. It's funny America is suppose to be free speech and stuff, but I see death threats to Rosie, and all these other hateful, and character assassination messages and they are so unnecessary. I mean she has a right to ask questions, questions that some people want answers to. I mean if the US government can come up with Operation Northwoods, the sister plan of 9/11, then why not 9/11? The US government has in the past, made plans to mass murder it's citizens with terrorist actions and then blame it on others. Hijacking of planes, dead people in many cities, if they planned it once, why not a second time? It's like the wife who finds out that her husband once planned to have her killed, in a skiing accident so that he could get his hands on her inheritance. Then 10 years later she gets killed in a skiing accident, and he get's his hands on her inheritance, but everyone is going, he would never do that. Yet they have the proof that he would do that, cause he planned it before. Anyways I am not going to fault people for wanting to think well of their government, but just wake up and have a slightly opened mind. It will break your heart, and destroy you if it's true, but so will living with lies in time.

I guess that is also true with the suburban spies, some have seen the truth and the truth has set them free in some ways, but it's probably making them miserable in others. Simply put, ignorance is bliss. I am seeing the dark side of this, thank God. If I wasn't I might think it was cool, or suave to be a Suburban Spy, these people get to play at this, and I have to fight for my survival. Well really we all do, cause the truth is not very pretty, and I feel bad for the ones who finally start to understand what God they are truly serving.

How it's working.

I was over at a forum which I don't frequent that much anymore. I have had a standing debate about electronic harassment. Ever since someone clued me into the fact that it was probably transducers or something else responsible for the bulk of the harassment happening to targets I have been trying to find the scientific explanation behind what is being done to torture many people in their homes.
I responded back in a very credible manner and explained that even though I did not know exactly how it was being done, I knew it was not space age technology being used on us. I explained that it was simple science and it would just be a time before people caught on to the simple science of the whole thing.
I did put forward a few ideas however and then I sent off the post. I had sent off another post a few minutes earlier. After sending off this post and reading a couple more. The forum stopped allowing postings. I was thinking, I wonder if the last post is going to get erased? After I posted I realised that my posting made more sense than I had thought and that it might be closer to the truth than appreciated.
I am sure what is being used is just simple science, smoke and mirrors as one target called it. People are trying to make targets think that it's all this advanced technology being used to torture them, when in fact it's just simple science at work. Just like the wizard of oz. Don't get me wrong, there is space age science happening in the world, but what is being done to targets is not space age stuff.
So I first pointed out that where I am, every time it gets quite and the vibrations stop that they have to bang on the floors, walls or ceiling to get the response they are looking for. I pointed out that it probably was very similar to the movie Dare Devil, where sound creates an image, and then you can see what is going on without having to do any invasive surveillance. A type of radar or sonar. They have something called a fish finder that does something like that under water using sonar. Plus I pointed out the transducers could track someone walking in a house on a floor to such a degree, that in a house of five people you would know which one was walking at which time on the floor.
Then I was asked what science I knew of that could levitate people and smash objects, at a distance. I pointed out that humans and other things have a magnetic center or picks up on magnets in the environment. So much so that they have actually been able to levitate frogs using the magnetism within their bodies. If they could get a powerful enough magnet, they could levitate humans as well.

Well you don't have to levitate us, but with powerful magnets you could cause reactions in the human body, that other things would not necessarily pick up. Also I pointed out that sound could smash glass, invisible sound waves could do it quite easily. Just like Opera singers or the right pitch can smash glass, use invisible sound waves at the right frequency. I also posted a link to show how sound had been used to levitate small amphibians etc.

I think then made some other points but then decided to leave it at that, since ehaassment is not my main subject matter right now.
I then found that my post was missing after the little forum service interruption. So I thought that I would share some of my musings here which are not as well put together as they were last night, but I hope it can give targets a few places to look for the answers, which are simple.
I have even been doing some light reading on how heat gets transferred.
Magnets can even be used to levitate a sumo wrestle, if he is standing on a disk. Science and technology have come a long way.

Now how is this working? God how is this not working? They have every angle covered but loose, however there is always an opening for people who really want to be free, so here goes.
I found out that I was being gang stalked, which now turns out to just be another Cointelpro, Red Squads combined with our Suburban Spy force type thing.

I learnt about disinformation campaigns along the way and that things are not as they seem, in fact they are not at all how they seem. These people have it so wired that every place you go, they have reach and they can get to you.
One of the first forums I went to was a stalking forum, probably the most popular ones. I went there only to discover that most of the people on that forum were perps, or people interested in keeping my story quite. What I would also discover, and maybe never be able to prove is that one of those people on the forum who signed up after I did, was someone from work, who I would say held a very high position and whom I sat beside on a regular basis. I discovered this based on something that was said, that's pretty creepy and scary.
More creepy is that you had people on that site who it seems their job is to hang out on the forum, become popular posters and then when a target of harassment or stalking like me posts, then they push the posts down, to get rid of them. So this way they keep these postings from being read. This seems to be the job of these people. Also the forum like Mark M. When they go to put out help or support forums, or if they are trying to run a disinfo campaign, they will cover every base. This means that targets when they are going for help to these forums, most of them are run by people that they have put in place to run them. The few honest ones that are run by real targets or genuine survivors are going to be over run by them.Eg. Let's say the subject is government corruption. Let's say you have 10 sites about this stuff. 8 of those sites will probably be run by people they have converted, bribed, corrupted, or purposely put in place to run those. So someone going for help on government corruption will be going right into the loving arms of the very people that they are trying to get away from, or giving out information to the very people they are trying to get away from.
I learnt this the hard way. As a gang stalking target, the first thing they wanted was my name, which I did not really give at the time, and my location. Not so that they could trust me, but so that they could find out who I was, and which tactics to start using to perp me off.
They have it all covered, when it comes to these support and help places. When you then have legit people who try to run forums, then you will still have the perps take over, and unless you have an amazing moderator, they will take over the forum. Just like how they infiltrate groups offline, they do the same thing online. You will find maybe 1 honest in 10 depending.

When I first came online from the readings learnt that there would be things called perps, Suburban Spies who troll forums to throw targets off their game. However when I would think one person was a perp, they would do or say something to make me unsure. Then they would argue with someone I knew was a perp for sure, then I would be unsure. Then I read this really great thing from this site for survivors of ritual abuse, or something like that. It said that they are both perps. What these people do is that they will play off of each other. Think good cop bad cop. They will pretend to be enemies and argue amongst themselves. So you are forced to choose sides, because you think that well if A is arguing with B and B is a perp surly A must be good. Not so, most times, they are both perps, and that's how it's working. This does not go for just gang stalking. This goes for just about everything. These people have been at this for such a long time, they know the game better than all of us, and those who are new to this, how could we have any way of knowing this stuff? That such deceit and treachery exists in the world? That the world is corrupt and that this world will go to any length to try to hold you down and prevent you from getting justice? There is no way we could have know this stuff. The thing is however now that you sort of know how it's working be on your guard, trust yourself, maybe God.
Apparently David Lawson said to not trust anyone, and if I am correct, he is either a really bad detective, or a perp, so that should tell you something. I don't know how people are suppose to win and get free of this corrupt system. I mean this stuff goes way back, it's not new like I thought, it's way more ingranded than first realised. Also we have been not told the truth in society about so many things, and we have been brain washed.
One more way that things are working.

I always thought that I would, but I was wrong. That's how it's working in other cases. I don't know for sure yet, but I suspect that some of these places are recruiting genuinely innocent people. People who will swear up and down that their site, community, venue, organisation is not a perp or disinfo organisation. For them it's not, because if you were a part of a cult would you know right? Everyone always thinks that they would know, but not really. So since these innocent persons know that they are not perps or disinformation agents, you have people that are genuene who can swear that they are not and that their communities or organisations are not disinfo places. If you are part of a cult would you know it? Everyone thinks they would, most people don't.
Those are some of the ways it's working. Can this system be bypassed? Maybe, but why? People seem happy with this bs, they just seem to be satisfied with this. Like they don't care and then why should I care, they seem to be happy with the way things are. Maybe it's just an illusion, but I just don't know. Can humans triumph? Sure. There is a whole entire history that says they can, but why?
The moment they win out over tyranny and oppression, they just seem to pick people to rule over them? It seems like they like to be ruled over. I guess just because it's easier that way, because if most people took the time to sit back see how it's working and decide that they don't want to be a part of this, they could probably be free one way or other, but most people seem happy to let their fears and dependency bind them to really weird and messed up situations like this.
Tomorrow if we all picked up and too our business to elsewhere, these big companies who have everyone bound would be reeling, but instead they have everyone else reeling. Same way with some of these systems, but that's how it's been working, that's how it is working, and that is how it seems it will continue to be working.
Even when the truth gets out, it will be their version, and if someone decent should manage to get into a position of power for a moment to do some good, they would have it wired so that it would not last very long.
At the end of the Lord of the Rings after defeating a force that was evil and wanted to rule and control them all, what did the people do? They anointed a King who could rule over them. He was a good King, but you would think a few of them would have said enough of this ruling thing, we want to be independent and handle our own affairs? We seem to be pretty lazy like that, and history as so many examples. People seem to want to be ruled over for some reason? I guess it's just easier then you don't have to think or take the responsibility or make the decisions? I am sure I like having some elected officials as much as the next person, but I would be happy to do my own thing just as easily.
How is this working? Well it's not for some of us.
P.S. I almost forgot one more thing. I just opened up my email and it's reminded me that you might sometimes get threats on forums subtly posted. My email that I just got from dear Gerry about his poisoning just reminded me about that as I opened up my inbox.

Also I was just offline for the last several hours, my Internet connections, all were down. I had somehow expected this. Apparently not all the time on the phone with rep or fake rep and some bs story about new accounts, or repeated attempts to connect would work.
Apparently what works is saying out loud to your empty apartment that if your Internet connection does not start working right away, you will be blogging to the Canadian public about how restrictive the government of your democratic Canadian society is. Apparently that works.
This is just a small brief bit about how it's working, or not working.
